Site work and renovation of a civil project in Houston, Texas. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.

Work on this project includes the replacement of two (2) final clarifiers; provide and install single drop aeration in existing aerobic digesters; provide and install three (3) PD blowers; provide and install a non-potable water system; construct a concrete dechlorination and flow measurement basin; construct modifications to existing chlorine contact basins; miscellaneous site piping; electrical and instrumentation; and SCADA. Accompany Bids with acceptable Cashier's or Certified Check in the amount of five percent (5%) of the total base bid amount bid, payable without recourse to the City, or a Bid Bond of like amount from an approved surety company, as a guarantee that bidder will enter into a contract. The City of Jacinto City reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Jacinto City for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. All questions about the meaning or intent of the Contract Documents shall be submitted to Engineer in writing. Replies will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than five (5) days prior to the date for opening of Bids will not be answered. Project Location: City of Jacinto City Wastewater Treatment Plant, 12202 Market Street, Houston, TX 77029, approximately 0.12 miles west from the intersection of Mae Drive and Market Street. The GPS coordinates for the Jacinto City Wastewater Treatment Plant are 29.76592, -95.222330. Description of the Proposed Project [24 CFR 50.12 & 58.32; 40 CFR 1508.25]: The City of Jacinto City, Harris County, hasreceived a Community Development Block Grant from the Texas General Land Office - Community Development Block Grant Migration program (CDBG-MIT) for a Wastewater Treatment Plant Improvements project. The City of Jacinto City has identified sanitary sewer activities that will increase resilience to disasters and reduce or eliminate the long-term risk of loss of life, injury, damage to and loss of property, and suffering and hardships, by lessening the impact of future disasters. The City of Jacinto City proposes the following improvements: o Rehabilitate two (2) clarifiers including the rake, skimmer, and stilling well o Modifications to the existing chlorine contact basins including raising the walls to a minimum of three feet above base flood elevation o Construct a combined dechlorination basin / effluent measuring basin with a peak flow capacity of 4,728,960 gallons per day (the permitted capacity of the plant) o Install approximately seventy-five linear feet (75 LF) of thirty-inch (30 in) effluent piping, a seventytwo-inch by seventy-two-inch (72 in by 72 in) reinforced concrete junction box with a traffic-rated top, and a thirty-inch (30 in) check valve to prevent backflow from Hunting Bayou o Rehabilitate the existing aerobic digester tanks o Replace two (2) centrifugal blowers on the existing sludge tanks o Replace the aeration system on the existing sludge tanks, including air piping and diffusers o Installation of various monitoring equipment throughout the wastewater treatment plant o Replacement of approximately twenty (20) broken valves throughout the wastewater treatment plant f additional funds remain, Jacinto City proposes the following improvements: o Replacement covers for the existing aerators o Installation of fiberglass launder covers on the clarifier launders o Install one (1) additional digester tank o Decommission the existing drying beds o Installation of magnesium oxide dosing equipment o Replacement of one (1) effluent weir gate and two (2) clarifier feed gates at the oxidation ditch o Replacement of additional broken valves throughout the wastewater treatment plant MBE (27.3%), WBE (6.9%) Work on this project can generally be described as improvements to the chlorine contact basins, clarifiers, sludge digesters, effluent, facility, and controls and instrumentation. The chlorine contact basins are being modified with new discharge points, drop boxes, weirs, and a new concrete baffle wall down the middle of each basin. The clarifiers' components will be removed and replaced. The sludge digesters are being modified with a new single drop coarse bubble diffuser system and new positive displacement blowers. The effluent is being modified with a new effluent measurement basin, where all flow is collected, dechlorinated, and measured. The facility will have a check valve added on the storm sewer, and manholes on the effluent bolted down to help prevent flooding. New controls and instrumentation will be added to the plant to measure and control various flows and processes.
