Contract Synopsis Replace Back Channel Hydraulic Dam Gate Cylinders Emsworth Locks and Dams, Ohio River, Allegheny County, Pennsylvania The U.S. Army Corps of Engineers, Pittsburgh District, has a project for replacement of the dam gate hydraulic cylinders at Emsworth Locks and Dams, Ohio River, Allegheny County, Pennsylvania. The contract generally includes the purchase and installation of twelve (12) hydraulic cylinders on the back-channel dam, installation of a new network card in the control system to interface with cylinder sensors, and removal and disposal of the existing dam gate cylinders. The Contract work consists of the following work tasks and activities: a. Removal of existing dam gate hydraulic cylinders, including disposal of hydraulic oil within the cylinders. Cylinders measure approximately 35 feet long and 16 inches in diameter. b. Furnishing and installation of new dam gate hydraulic cylinders built to the same geometric and flow/pressure constraints as the existing cylinders. c. Removing existing ControlNET communication cards and replacing with new Ethernet/IP communication cards and media converters. d, Furnishing and installation of new PLC processors and modifying the existing PLC and HMI programs to retain existing control functionality. e. Furnishing and installation of new integrated cylinder position sensors and modification of existing control system to interface with them. The work shall be completed within 720 calendar days after written Notice to Proceed. Per FAR 36.204(g) the magnitude of construction is between $5,000,000 and $10,000,000. This acquisition will be procured as an Unrestricted, Full and Open Competition. The resulting award will be for one (1) Firm-Fixed-Price (FFP) Contract with a base plus one (1) option. All responsible Bidders are encouraged to participate. The Invitation for Bid (IFB) will be issued on or about 8 October 2024, online through Procurement Integrated Enterprise Environment (PIEE) which posts the opportunity to SAM.gov; therefore, requests for hardcopies of the solicitation will not be honored. The North American Industrial Classification System (NAICS) for this procurement is 237990- Other Heavy and Civil Engineering Construction and the Small Business Size Standard $45M.
