Reference Number 0000363846 The objective of this RFP is to solicit proposals for a project to assist the District to become as energy efficient as possible through the installation of Solar PV district-wide. The District will implement the proposed Solar Energy Project on an Energy Performance Contract basis. (See State Energy Law, Article 9, attached as Appendix C). Only projects which have a return investment (of less than 18 years), and reduce real energy consumption, and are funded under a guaranteed performance basis will be considered. The Project Goals include, but are not limited to: (1) developing site-specific Solar PV across District facilities; (2) improving utilization of technology; (3) minimizing financing and technical risk; (4) establishing current base usage for energy (electricity); (5) maximizing positive cash flow to the District; and (6) maintaining and ensuring compliance with the District's 100% green energy requirements; and (7) maintaining and ensuring compliance with the District's sustainability mission and practices. Under this solicitation, it is expected that only one ESCO/QSP will be selected to perform all of the work for the District. The District will only consider Energy Performance Contract proposals based on a guaranteed savings agreement. Section 9-103(2) of the Energy Law requires an executory clause under which payments are subject to annual appropriations. It is expected that savings or guarantees provided by the ESCO/QSP selected will fully offset the project costs involved for the District.
