Reference Number 0000279012 Question Acceptance Deadline 2024/10/11 12:00:00 AM CDT The Work Includes All That is Required for the Design, Manufacturing, Testing, Supply and Delivery of Generator Circuit Breaker (Gcb) System Upgrades and All Related Components for Three (3) Generating Units at Long Spruce Generating Station, With the Option for Any of the Remaining Seven (7) Units at the Generating Station. This Includes Redesign of Bus and Connection in the Generator Terminal Cubicle (Gtc) to Integrate the New Gcb and All Its Related Components With Any Existing Equipment. This May Also Include on-site Field Technician Support Services During Installation, Integration, Pre-commissioning and Commissioning Assistance. Descriptions of Items of the Work Listed Below Are Provided as a General Overview. The Detailed Purchaser’s Requirements Are Provided in the Technical Requirements and Associated Appendices: Item 1: Generator Circuit Breaker System Upgrades Item 1 Shall Include All Labor, Supervision, Materials, Equipment, Tools, Plant, Testing and All Other Work Required for the Design, Manufacture, and Delivery of Generator Circuit Breaker System Upgrades for Hydraulic Generating Units at Long Spruce Generating Station. Includes Everything Required for the Generator Circuit Breaker System Upgrades as Outlined in the Technical Requirements. Installation is Not Included in the Scope of Work for This Item. Item 1(a) Shall Be for the First Unit (Expected to Be Unit 9) With Expected Delivery April 2027. This Item Includes Generator Line Disconnect Switch 29g, Station Service Disconnect Switch 89-sst, Grounding Switches 57ga & 57gb, Generator-side Line Current Transformer 6000:5a, Station Service Branch Current Transformers 200:5a and 6000:5a, Voltage Transformers, Transformer-side Surge Arrestors, and Transformer-side Surge Capacitors. Item 1(B) Shall Be for the Second Unit (Expected to Be Unit 2) With Expected Delivery April 2028. This Item Includes Generator Line Disconnect Switch 29g, Grounding Switches 57ga & 57gb, Generator-side Line Current Transformer 6000:5a, Voltage Transformers, Transformer-side Surge Arrestors, and Transformer-side Surge Capacitors. Item 1(C) Shall Be for the Third Unit (Expected to Be Unit 6) With Expected Delivery April 2029. This Item Includes Generator Line Disconnect Switch 29g, Grounding Switches 57ga & 57gb, Generator-side Line Current Transformer 6000:5a, Voltage Transformers, Transformer-side Surge Arrestors, and Transformer-side Surge Capacitors. Item 1(D) (Purchaser’s Option) Shall Be for the Fourth Unit (Expected to Be Unit 7). Item 1(E) (Purchaser’s Option) Shall Be for the Fifth Unit. Item 1(F) (Purchaser’s Option) Shall Be for the Sixth Unit. Item 1(G) (Purchaser’s Option) Shall Be for the Seventh Unit. Item 1(H) (Purchaser’s Option) Shall Be for the Eighth Unit. Item 1(I) (Purchaser’s Option) Shall Be for the Ninth Unit. Item 1(J) (Purchaser’s Option) Shall Be for the Tenth Unit. Item 2 – Disconnect Switches Item 2(a) Shall Be for the Supply of the Generator Line Disconnect Switch 29g as Outlined in the Technical Requirements. This Item Will Be Included in Base Scope of the Work. Item 2(B) Shall Be for the Supply of the Station Service Disconnect Switch 89-sst as Outlined in the Technical Requirements. This is Applicable to Unit 9 Only. This Item Will Be Included in Base Scope of the Work. Item 2(C) Shall Be for the Supply of the Station Service Disconnect Switch 89-sst as Outlined in the Technical Requirements. This is Applicable to Units 1, 3 and 7 Only. This Item Will Be a Purchaser’s Option. Item 3 – Grounding Switches 57ga & 57gb Item 3 Shall Be for the Supply of the Grounding Switches 57ga & 57gb as Outlined in the Technical Requirements. Item 4 – Current Transformers (Cts) Item 4(a) Shall Be for the Supply of the Generator-side Line Current Transformers as Outlined in the Technical Requirements. This Item Will Be Included in Base Scope of the Work. Item 4(B) Shall Be for the Supply of the Transformer-side Line Current Transformers ( as Outlined in the Technical Requirements. This Item Will Be a Purchaser’s Option. Item 4(C) Shall Be for the Supply of the Station Service Branch 200/5 & 6000/5 Current Transformers as Outlined in the Technical Requirements. This is Applicable to Unit 9 Only. This Item Will Be Included in Base Scope of the Work. Item 4(D) Shall Be for the Supply of the Station Service Branch 200/5 & 6000/5 Current Transformers as Outlined in the Technical Requirements. This is Applicable to Units 1, 3 and 7 Only. This Item Will Be a Purchaser’s Option. Item 5 – Voltage Transformers (Vts) Item 5 Shall Be for the Supply of the Voltage Transformers as Outlined in the Technical Requirements. Item 6– Surge Arrestors Item 6(a) Shall Be for the Supply of the Transformer-side Surge Arrestors as Outlined in the Technical Requirements. This Item Will Be Included in Base Scope of the Work. Item 6(B) Shall Be Fore the Supply of the Generator-side Surge Arrestors as Outlined in the Technical Requirements. This Item Will Be a Purchaser’s Option. Item 7 – Surge Capacitors Item 7(a) Shall Be for the Supply of the Transformer-side Surge Capacitors as Outlined in the Technical Requirements. This Item Will Be Included in Base Scope of the Work. Item 7(B) Shall Be for the Supply of the Generator-side Surge Capacitors as Outlined in the Technical Requirements. This Item Will Be a Purchaser’s Option. Item 8 – on-site Assistance for Equipment Installation and Integration (Purchaser’s Option) Item 8 Shall Be for on-site Services of One or More of the Contractor's Personnel as Required to Direct, Oversee, Record Field Markups, and Assist With the Removal and Replacement of the Old Gcb System Components With the New Gcb System Components Supplied by the Contractor During the Installation and Integration of Item 1, as Outlined in the Technical Requirements. Item 9 – on-site Assistance for Equipment Installation and Integration (Purchaser’s Option) Item 9 Shall Be for on-site Services of One or More of the Contractor's Personnel as Required for on-site Inspection, Pre-commissioning and/or Commissioning Assistance for Any Portion of the Work, as Outlined in the Technical Requirements. I) Item 9(a) Shall Be for the Supply of a Gcb Pre-commissioning Report as Outlined in the Technical Requirements. Ii) Item 9(B) Shall Be for the Supply of a Gcb Commissioning Report as Outlined in the Technical Requirements. Item 10 - Accommodations, Meals, and Travel Related Expenses (Purchaser’s Option) Item 10 Shall Be for the Reimbursement of Approved Third-party Costs for Meals, Accommodations, Airfare, Taxi Fare, and Vehicle Rental Within Manitoba, Associated With Items 8 and 9 of the Work.
