The City of Bloomington (the "City") is seeking proposals for an Urban Forestry Masterplan for the City including canopy analysis, and inventory. Oral, facsimile, email, hard copy, or telephone Proposals are considered invalid and will not receive consideration. Question Deadline: Tue Oct 8, 2024 5:00 PM (CDT) Submit questions to the Purchasing representative by clicking on the "Submit a Question" button for this specific RFP in the RFP System. SCOPE: 1. Urban Tree Canopy Assessment: Utilizing GIS to map tree canopy, conduct analyses, and understand the extent and location of tree canopy. a. Land cover assessment: Identify tree canopy cover, impervious surfaces, grass/open space, water/wetland. b. Canopy change analysis: Comparing current conditions to previous to demonstrate land cover changes between two time periods. c. Identify planting opportunities: Map planting areas and provide analysis to prioritize canopy benefits based on multiple criteria, including climate vulnerability population demographics, urban heat island effect, surface water impacts, etc. d. Ecosystem Benefit Analysis: Including overall air quality, carbon storage, and rain/stormwater runoff. e. Data delivery: Provide GIS data sets in an ESRI Arc GIS format, digitally to be used by data management software like Excel and integrated directly into the final Urban Forest Master Plan document. Contract Execution December, 2024 The City reserves the right to reject any or all Proposals or parts of Proposals, to accept part or all of Proposals on the basis of considerations other than lowest cost, and to create a project of lesser or greater expense than described in this RFP or the respondent's reply based on the component prices submitted. The City reserves the right to waive irregularities in the Proposal content or to request supplemental information from Vendors. The City reserves the right to contact Vendors individually for the purpose of clarifying Proposals. The City is not responsible for any costs incurred by the Vendor in the preparation of the Proposal or for any other cost to the Vendor associated with responding to the RFP. No reimbursement will be made by the City for any costs incurred prior to a formal notice to proceed should an award of contract result from this solicitation. This RFP does not obligate the City to award a contract or complete any specific project or service. The City reserves the right to cancel this solicitation or to change its scope if in the best interest of the City. All design drawings, plans, and Proposals submitted in response to the RFP will be retained by the City and not returned. The method of Contractor Selection has not been Determined at this time.
