Selection Type: This RFQ is for the following selection type: Major Capital Project Consultant Services Selection DAS Contractor Classification: This RFQ is for the following DAS Contractor Classification (Contractor- Classification-List): Construction Manager At Risk (CMR) Project (Group A) Project Delivery Method and Consultant Services: This RFQ is for the following project delivery method and consultant services: Construction Manager At Risk (CMR) Project: Architect/Engineer (A/E) consultants are selected to develop design and construction documents in cooperation with a CMR for a Major Capital Project. The CMR shall publicly bid the project elements to subcontractors and enter into a Guaranteed Maximum Price (GMP) amendment to the CMR contract that was signed with the State to build the Project. After consultation with and approval by the Commissioner, the CMR shall award subcontracts to responsible, qualified subcontractors submitting the lowest bids to build the Project. Project Description: The Greater Bridgeport Community Mental Health Center (GBCMHC) is located at 1635 Central Ave., Bridgeport CT 06610. GBCMHC is a mental health facility that has approximately 100 in-patients residing within the building full time. It is a high-rise building, and as such, is required to have an approved working sprinkler system per the Joint Commission which adopted the NFPA Code 101(R) 2012 edition of the Life Safety Code as well as the NFPA 99(R) 2012 edition of the Health Care Facilities Code. The project is a code compliant sprinkler system for the building and associated systems that are required to complete this work. These associated systems include the structure's sprinklers, building fire pump, emergency generator, associated fuel storage tank, HVAC systems and related building repairs and finish restoration. The building will be occupied during construction, so the work will be phased and coordinated with facility stakeholders to meet the need. DAS/CS is seeking the services of a highly talented architectural team with experience with this type of health care facility. There is currently inpatient and outpatient mental health treatment, food service, offices, conference areas and a pharmacy. The team will provide design services to the DAS/CS in support of the GBCMHC. The target schedule for substantial completion is Spring 2028. Designated Services: Architect/Engineering (A/E) Design Team Consultant - Designated Services The Architect/Engineering (A/E) Design Team shall work closely with the Construction Administrator (CA) and Construction Manager at Risk (CMR) (as applicable) to provide the following designated services for this Project. New construction and renovations or additions with construction values exceeding $2 million must adhere to the DAS Sustainability Policy. The A/E scope of services responsibilities shall include, but not be limited to, the following tasks: o Pre-Design Phase, Schematic Design Phase, Design Development Phase, Construction Documents Phase, Bidding Phase, and Construction Phase o Architectural o Structural Engineering o Mechanical / Electrical / Plumbing Engineering o Fire Protection Engineering and corresponding technologies o Civil Engineering o Cost Estimator o Building Information Modeling (BIM) Use and Process o Budget reconciliation and value engineering NOTE: Responses to requests for more specific Project information than is contained in this Advertisement shall be limited to information that is available to all firms and that is necessary to complete this QBS process.
