Site work for a water / sewer project in Portsmouth, Virginia. Completed plans call for site work for a water / sewer project.
The Work under this Project consists of improvements to be made to the Broad Street, Victory Boulevard and Churchland water storage tank sites. The work includes replacement of the altitude valve at the Broad Street site and piping/valve vault replacement at the Victory Boulevard and Churchland sites. Minority-Owned, Woman-Owned, and Small Business Enterprises are encouraged to respond to this solicitation. Question Deadline 10/16/2024 at 5:00 PM ET Questions shall be submitted to Kashera Lane at lanek@portsmouthva.gov The M/WBE goal established for this project is 10%. Coating System - Interior Wet Removal of the interior wet paint system must be performed in accordance with the applicable local, state and Federal regulations. o Reconditioning specifications must include provisions for full containment to prevent fugitive dust generation. Interior Wet - Coating System The interior wet coating film is twenty-one (21) years old and has moderate coating film failure. See photographs in Appendix B. o There are light to moderate rust areas along the circumferential roof plate/dollar lap joints as well as the edges and angle lip faces of the structural support system (i.e. compression ring and rafters). o There are significant areas of corrosion and coating film failure (blisters and film delamination) areas on the interior wet ladder, access tube, overflow pipe, and weir. o The interior wet's coating film has some sporadic rusting along the shell's three (3) horizontal stiffener rings and vertical Tbeams o There are a few pinpoint rust areas on the roof plates. o The tank bowl, center diaphragm plate, and wet riser exhibit sporadic pitting and rust areas. The tank interior wet coating system should be removed and recoated within the next two (2) years. See Section 3.1 for more details. Heavy Metal Content Analysis: Interior Dry The contents of the interior dry coating system were not analyzed for heavy metals for this inspection. The Tnemec epoxy coating system (Pota-Pox 20 Series) applied in 1998 was required to have lead free content (less than 0.06 percent by weight) and is not classified as a lead based paint. o Coating system touchup operations of the interior dry coating system must be performed in accordance with the applicable local, state and Federal regulations. o Reconditioning specifications must include provisions for full containment to prevent fugitive dust generation. Interior Dry Coating System While the interior dry coating film is twenty-four (24) years old, it does not appear to have reached the end of its service life. See the photographs in Appendix B. o The coating films on the access ladders, dry riser's interior surfaces, and the wet riser's exterior surfaces appear to be in fair condition. There are sporadic rust points that appear to be the result of impact damage and abrasion. o The dry well's interior surfaces has several corrosion areas requiring coating film touchup repairs. o There are some minor pin-point rust spots on the underside of the diaphragm plate across the dry riser cone as well as the interior access manway. o There are some minor rust areas around the wet riser's base plate as well as the pressure style manway cover lid. The tank interior dry coating system should be repaired within the next three (3) to five (5) years. QCS recommends that these repairs be performed at the same time as the interior wet and exterior dry coating systems are replaced. See Section 3.2 for more details. Heavy Metal Content Analysis: Exterior Dry The contents of the exterior dry coating system were not analyzed for heavy metals for this inspection. The Tnemec coating system (epoxy/polyurethane) applied in 1998 was required to have lead free content (less than 0.06 percent by weight) and is not classified as a lead based paint. o Removal of the exterior paint system must be performed in accordance with the applicable local, state and Federal regulations. o Reconditioning specifications must include provisions for full containment to prevent fugitive dust generation. Exterior Dry Coating System The exterior dry coating system is twenty-four (24) years old and appears to be reaching the end of its service life. See photographs in Appendix B. o The exterior roof, shell, and support columns show UV (ultraviolet light) degradation of the finish coat film and rust areas along the roof hatch edges, cover lids, roof handrails, and spot areas of the roof plates. o The exterior roof, shell, dry riser, and support columns exhibit sporadic rust and film failure spot areas.
