Exterior Improvements at the Paulsboro Boys and Girls Club project in Borough of Paulsboro, Gloucester County, New Jersey. Deadline for submission of bidder questions to Bach Associates is October 8, 2024 @ 4:00 PM. Bid forms, contracts and specifications can be reviewed at no charge at the office of Bach Associates PC, 304 White Horse Pike, Haddon Heights, NJ 08035. Digital copies of the bid forms, contracts and specifications maybe requested by emailing Bids@bachdesigngroup.com, provide Exterior Improvements at the Paulsboro Boys and Girls Club in the subject line. Each bid shall be accompanied by a certified check, cashier's check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by Boys and Girls Club of Paulsboro in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid, in accordance with N.J.S.A. 18A:18A-24, naming as payee or obligee, as applicable, Boys and Girls Club of Paulsboro to be applied in the event that the bidder would default on the bid or in providing the required bonds and insurance certificates. Any such bid bond shall be without endorsement or conditions. Boys and Girls Club of Paulsboro reserves the right to consider the bids for sixty (60) days after the receipt thereof, during which time no bids may be withdrawn, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality and make such awards or take action as may be in the best interest of Boys and Girls Club of Paulsboro. Bids must be on the bid form prepared by Bach Associates, PC, in the manner designated therein and required by the specifications, must be enclosed in sealed envelopes bearing the name and address of the bidder on the outside and also bearing on the outside reference to the particular work bid upon. Said bids shall be addressed to Mr. Dirk Muits III, AIA, NCARB, Bach Associates, PC, 304 White Horse Pike, Haddon Heights, New Jersey 08035. Business entities are advised of their responsibility to file an annual disclosure statement of political contributions with the New Jersey Law Enforcement Commission (ELEC) pursuant to the requirements of N.J.S.A. 19:44A-20.27 (New Jersey "Pay-To-Play" Law) if they receive contracts in excess of $50,000 from public entities in a calendar year. Business entities are responsible for determining if filing is necessary. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and related matters. The bidders/offerors must submit documentary evidence of minority and women business enterprises and of Section 3 businesses (low and moderate income businesses) who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary moneys to do the work being provided by Boys and Girls Club of Paulsboro in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by Boys and Girls Club of Paulsboro in a lawful manner. The award shall further be subjected to the securing of necessary State, Federal or Local permits governing the work. The contractor is also further notified that he must comply with P.L. 2004, C. 57 and submit proof of business registration and submit proof of business registration for any named subcontractor's in accordance with the act. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The right is reserved to reject any or all proposals, in whole or in part, or to make awards to such bidder or bidders who, in the judgment of Boys and Girls Club of Paulsboro, is the lowest responsible bidder and to waive such informalities as may be permitted by law.
