Beacon Avenue Phase II Roadway Improvements consists, but not limited to all labor, material and equipment necessary or required to complete all proposed improvements. The project generally entails milling of existing asphalt roadway, placement of new asphalt roadway, curbing, sidewalk, sanitary sewer improvements (alternate), improvements to handicap ramps (alternate), signage, striping and top soiling / hydro-seeding. Bids must be accompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashier's check or bid bond payable to the Borough of Paulsboro in the amount of ten percent (10%) of the total bid amount but not in excess of $20,000.00. The Contract, if awarded, will be to the lowest responsible bidder whose bid proposal conforms to the requirements set forth in the Bidding Documents. The Borough will award the Contract or reject the bids within sixty (60) municipal days after the date of the bid opening. Should there be any reason the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the Borough and the bidder. Bids must be accompanied by a Certificate of Surety from an acceptable surety and a bid security in the form of a certified check, cashier's check or bid bond payable to the Borough of Paulsboro in the amount of ten percent (10%) of the total bid amount but not in excess of $20,000.00. The successful bidder must furnish a Performance Bond and Payment Bond, each in the amount equal to one hundred percent (100%) of the contract price. Said bonds must be in a form acceptable to the Borough of Paulsboro and be issued by a surety authorized to do business in the State of New Jersey. Doc note: NO REFUND SHALL BE MADE FOR RETURN OF THESE DOCUMENTS. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the issuing office. Each Bidder must purchase the Bid Documents from the issuing office in order to submit a bid. Bids must be submitted on the bid forms provided within the documents in the manner designated therein. Event bid note: Bids must be enclosed in a sealed envelope bearing the bidder's name and address labeled "Beacon Avenue Phase II Street Roadway Improvements" and addressed to the "Borough of Paulsboro, 1211 Delaware Street, Paulsboro, New Jersey 08066, Attention: Elsie Tedeski, Borough Clerk. If forwarded by mail, the sealed envelopes containing the bid must be enclosed in another envelope addressed to the Borough of Paulsboro. The Borough of Paulsboro reserves the right to reject any and all bids in whole or in part, and to waive any informalities or minor defects therein, should it be deemed in the best interest of the Borough of Paulsboro. The right is also reserved to increase or decrease the quantities specified in the manner designated in the specifications.
