Site work for a water / sewer project in Saint Louis, Missouri. Completed plans call for site work for a water / sewer project.

Contract consists of the construction of approximately 503 lineal feet of 10-inch diameter pipe sewers, installed by pipe bursting methods, and appurtenances to be constructed. Location Located east of Hampton Avenue and south of Missouri Route 366 (Chippewa Street), in the City of St. Louis, Missouri. All paper copies of the Bid, the Bid Bond and any other documents required to be submitted with the Bid are to be enclosed in a sealed envelope. The envelope is to be identified with Sutherland 5515 Sewer Repair (IR), 13585-015.1, along with the Bidder's name and address. Electronic "bid", "bond" and "good faith effort" must be submitted as separate PDF's with this "name" on the file. If the Bid is sent by mail or any other courier type service, the sealed envelope shall be enclosed in a separate mailing envelope with the notation "SEALED BID ENCLOSED, ATTENTION: Damita Morris, Purchasing Department", on the face thereof. Bids May, However, Be Withdrawn Prior to the Opening of the First Bid. Bids will be received only from companies that are prequalified by the District's Engineering Department for Pipe and Manhole Rehabilitation or Deep Sewer Construction The Bid Proposal shall be prepared on a Proposal Form, provided by the District, in accordance with Section 2.3, FORM OF PROPOSAL, of the General Project Specifications. Bids not submitted on District provided forms will be rejected. The proposal shall be accompanied by a certified check or cashier's check on a bank or trust company in St. Louis County or in the City of St. Louis or by a bidder's bond, for an amount not less than five (5%) percent of the bid amount as bid security to the District. The work to be done under this contract consists of the construction of approximately 503 lineal feet of 10-inch diameter pipe sewers, installed by pipe bursting methods, and appurtenances to be constructed in an area located east of Hampton Avenue and south of Missouri Route 366 (Chippewa Street), in the City of St. Louis, Missouri. The Engineers Opinion of Probable Cost for this project is $556,000. The District reserves the right to reject any and all bids, offers or proposals submitted, to accept the proposal that it deems to be to its best interest, or to advertise for new bids. The District reserves the right to defer the acceptance of any proposal and the award and execution of a contract for a period not exceeding ninety (90) days after the date of opening the bids. The successful bidder, whose proposal has been accepted, shall sign the Contract in duplicate, and return the signed documents within fifteen (15) days after the date of their receipt. At the same time the successful bidder shall also file with the District two (2) copies of both a Contract Bond for one hundred (100%) percent of the contract amount, and an acceptable Certificate of Insurance and Insurance Binder or policy for the required insurance coverage. For projects where the Engineer's Estimate is $50,000.00 or greater a contract bond (combination performance, labor and material payment bond) will be required for the full amount of the contract price on forms as approved by the District and only from a surety or insurance company satisfactory to the District with the following qualifications: Duly authorized to transact business in Missouri as evidenced by a Certificate of Authority granted by the Insurance Commissioner, Department of Insurance, State of Missouri. Having a financial strength rating of "A" or better and a financial size category of Class V or higher in per AM Best Company. If applicable, listed in the most recent issue of the Federal Register, Circular 570 and possessing a financial limit equal to or greater than the value of the contract to be bonded. The Contractor shall commence work within ten (10) days after the date of written notice from the District to begin and shall complete all work within one hundred fifty (150) calendar days after the expiration of such ten (10) day period. If the Contractor does not comply with the foregoing without a written, District approved explanation he may be removed from the list of eligible bidders for future District construction projects until further notice. The Metropolitan St. Louis Sewer District (District) has established subcontractor goals for Building Construction (21% MBE and 10% WBE) and Non-Building Construction (10% MBE and 10% WBE) in the amount of $50,000 or more. Workforce goal requirements of 37% Minority, 11% Women, and 46% Apprentice (when applicable) apply to contracts in the amount of $500,000 or more. The requirements are further explained in the attached Business Diversity Utilization and Workforce Program document. Question Deadline 10/25/2024. Interpretations or clarifications considered necessary in response to prospective bidders' questions prior to the opening of the Bid will be issued by Addenda mailed or delivered to all pre-qualified bidders who have purchased plans and specifications. Questions received less than 5 days prior to the date for opening the bids will not be answered. Only questions answered by formal written addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Addenda may also be issued to modify the Bidding Documents as deemed advisable by the District.
