Renovation of a mixed-use development in Berkeley, California. Conceptual plans call for the renovation of a educational facility; and laboratory facility.

Request for Qualifications: Executive Design Professional Hearst Memorial Mining Building (HMMB) 354 Lab Conversion Estimated Construction Cost: $800,000 Scope of Services The University anticipates the project delivery method will be design/ bid /build. The project will have three (3) phases, which will require approval before proceeding to the next. The selected firm shall work collaboratively with the University to maintain the project budget and scope, participate in value engineering as required, and recommend actions to expedite the schedule. A detailed scope of work will be negotiated with the selected firm and is expected to include the following: Review of existing available information. Detailed site/field evaluations to accurately understand existing conditions. Development of comprehensive design information to identify and coordinate MEP+S and life-safety scope with the existing building systems. Identification of accessibility-related scope, including but not limited to Accessible Path of Travel requirements for alterations, and Accessible Routes. Review Accessible Path of Travel with the Coordinating Committee for the Removal of Architectural Barries (CCRAB). Coordination with owner-provided furniture and equipment. Production of and coordination of comprehensive construction design documents. Provision of cost estimate(s). Provision of construction administration services. Background The University of California, Berkeley is seeking an Executive Architect Consultant to perform conceptual design, schematic design, design development, construction documents, bidding, construction administration and other support services as required by the Executive Design Professional Agreement (EDPA) for the Biosafety Level 2 (BSL2) laboratory conversion at Hearst Memorial Mining Building (HMMB) Room 354 on the campus of the University of California, Berkeley. The project will have three (3) phases; Phase One - Conceptual Design, Phase Two - Schematic Design/Design Development and Estimating, Phase Three - Construction Documents, Bidding, Construction Administration. At the completion of each phase, at the University's discretion, University may negotiate and award subsequent phases to the successful consultant. The College of Engineering (COE) is globally recognized as leaders and innovators in the engineering field. They have state of the art facilities for conducting advanced research in which they invent, design, and build solutions for the betterment of society. However, COE is sufficient in providing BSL-2 laboratory research space which requires stringent safety and operational standards. This is important in fields such as biotechnology, molecular biology, and material science where researchers are handling biological agents under controlled conditions, which is critical. This project will address COE's need for BSL-2 space and support leading research, and help attract and retain top-tier faculty, staff, and students. The general scope of the project is to convert HMMB Room 354, an existing office/storage room, into a BSL-2 wet lab. HMMB Room 354 is located on the Northeast end of the building and is approximately 1,450 GSF. The project scope includes, but is not limited to the following: Main Room: Creating a BSL-2 lab space which includes laboratory casework, a new centrifugal fume hood, and space for essential equipment such as biosafety cabinets (BSC), incubators, and freezers. Backup power will be required to provide constant power to critical pieces of equipment. Essential utilities to be supplied to each piece of equipment and laboratory case work locations. For health and safety, the space will require BSL-2 air changes, an emergency eyewash shower, and a handwashing sink. Separate BSL-2 lab room within the main room: This additional lab room will be used for individual BSC research. It will require space for lab equipment (BSC, incubators, etc), laboratory casework, a sink, and necessary utilities. Submittal Content and Specific Qualifications: At a minimum, submittals shall include the following information. Submittals shall not exceed fifteen (15) pages , including the University's Attachment A, Summary of Statement of Qualifications. Covers, a cover letter, separating tabs, and an hourly rate sheet do not count toward the page limit. A page is 8-1/2"x 11". Text shall be no smaller than 10pt. Submittals shall provide sufficient information to allow the University to evaluate the consultant's approach, experience, staff, and availability. RFQ submittals are not limited to using the format of the forms provided in Attachments A and B; however, the information and signatures listed in this section shall be included in the submittal, in the order specified below, presented clearly such that the screening committee may easily discern that the submittals are complete. Submittals shall not include any appendices. Submittals that do not include all of the required information as outlined in this section or do not follow the instructions in this RFQ will be disqualified. Question Deadline 10/02/2024 at 5:00 PM PT Submit questions regarding this RFQ through electronically. Interested respondents are expressly prohibited from contacting any other party associated with this project, including but not limited to UC Berkeley employees, representatives, consultants, and donors, during this RFQ process, including interviews and contracting. Such contact will serve as reason for firm disqualification. A screening committee will review the proposals and identify the 3-4 most qualified to provide the services under consideration. A selection committee will conduct discussions with the most qualified firms. The discussions will be conducted via an exchange of oral communications. Submittal screening, firm short listing, discussions, and selection of the executive architect consultant is anticipated to be completed by November 8th, 2024. The University shall negotiate with the highest ranked Consultant on the tasks, staffing, schedule, and a maximum not-to exceed fee. Negotiations may be formally terminated if they fail to result in a contract within a reasonable amount of time. Negotiations will then ensue with the second ranked Consultant, and if necessary, the third ranked Consultant Note: The final selection and appointment is contingent upon Project approval and funding.
