The City of Canton intends to contract for architect/engineering services to produce a high-level feasibility study with construction cost estimates for upgrades to the Administration Building, including facilities for the Crime Lab and the Water Reclamation Facility. Ideal respondents will have experience in: o Space utilization of offices and laboratory spaces o DNA testing and analysis laboratories o Best practices and state of the art crime and water reclamation laboratory configurations Professional Services Needed The scope of services may include, but not limited to: Crime Lab o Analysis of current space usage o Feasibility and high-level cost estimate to expand space to allow for DNA testing o Recommendations for other building/space improvements involving Crime Lab operations with estimates WRF o Analysis of current space use with a focus on the WRF lab o Recommended building improvements with a feasibility study/high level cost estimate to construct a new lab or other needed space as an addition to the current building Proposals are to separate cost estimates very clearly between the WRF portion and the crime lab portion. Location/Limits The proposed project is located at 3530 Central Ave SE, Canton, OH 44707. Funding - Funding for design of this project is anticipated to be local funds. Please direct all questions regarding this request for qualifications in writing by October 11, 2024 at 4:00 PM to: purchasing@cantonohio.gov or via online. The submission must not exceed 25 single-sided (8.5" x 11"), numbered pages that are double-spaced with a 12-point font, including attachments. The cover page will not count towards the total number of pages, but all others will. The submission must be in PDF format or alternate formats that are easily readable using Adobe Acrobat or Microsoft Word. The qualification submission must provide adequate information needed to rank the capability of a firm on each of the preceding categories. The City may short list firms based on any combination of categories noted above. The City reserves the right to require an oral technical presentation to aid in the ranking process. Responding firms will be evaluated and ranked pursuant to Ohio Revised Code Sections 153.65-153.73 based on the above criteria. The City will then commence fee and contract negotiations with the selected firm most qualified to perform the services for each separate project as described above. The final scope of engineering services will also be established during these negotiations. The City of Canton reserves the right to reject any and all proposals and to accept the proposal deemed most beneficial to the City of Canton. The method of Contractor Selection has not been Determined at this time.
