Skilled and Trained Workforce is required Contractors and Subcontractors at every tier shall be required to comply with Education Code section 17407.5 and Public Contract Code sections 2600-2602, which require the Contractor and its subcontractors at every tier to employ a skilled and trained workforce. Contractors must identify experience complying with this requirement and a proposed plan to ensure that the appropriate percentage of the workforce employed on the Project are graduates of an apprenticeship program. In accordance with Education Code 17406 and Public Contract Code 20111.6, a Prime Contractor that is either an A-General Engineering or B-General Building Contractor and all Mechanical, Electrical, and Plumbing subcontractors must be prequalified with the District. For purposes of this prequalification, electrical, mechanical, and plumbing subcontractors are contractors licensed pursuant to Section 7058 of the Business and Professions Code, specifically contractors holding C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and C-46 licenses, pursuant to regulations of the Contractor's State License Board. The Prequalification Application is posted on the District's website. The deadline for submitting a Prequalification Application is October 10, 2024, at 4:00 p.m. The bidder will be required to give satisfactory proof to the Owner of the maintenance of Public Liability and Property Damage Insurance in an amount with a combined single limit of not less than $1,000,000 per occurrence. 100% Performance and Payment Bond may be required for those trades with contracts exceeding $100,000.00. Please provide a separate price for bond cost. The Owner will not consider or accept any proposalsfrom contractors who are not licensed to do business in the State of California, in accordance with the California Public Contract Code, providing for the licensing of contractors. In accordance with Section 3300 of said Code, the Contractor shall have the license classification as required by the State of California Contractor's License Board and shall maintain that license in good standing through project completion and all applicable warranty periods. Unless otherwise required by law, no bidder may withdraw its bid for a period of 45 days after date set for the opening thereof. The Owner reserves the right to waive any irregularity and to reject any or all bids. The District and Lease-Lease Back Contractor do not discriminate on the basis of race, color, national origin, religion, age, ancestry, medical condition, disability, gender, or any other protected class, in consideration for an award of contract. Although a firm timeline has not been confirmed, construction is not expected to start prior to fourth quarter 2024.
