Community Action Partnership of Kern (CAPK) is soliciting proposals from qualified vendors with a Class C-20 Contractor license for HVAC Preventative Maintenance for our agency. Scope of Work: A. The Vendor is to provide all items as described below, including labor (see attached HVAC Preventative Maintenance Checklist). At a minimum, quarterly inspection and preventive maintenance for each of the heating/cooling units referenced in the Bid Form. 1. Preventive maintenance shall be performed professionally and in a thorough manner where applicable and shall include, but is not limited to, the following: I. Filter Section: Replace filters as needed. II. Dampers: Lubricate bearings, check for proper operation, adjust and calibrate, clean surfaces, tighten connections. III. Return & Supply Fans: Lubricate bearings, check for bearing wear, clean dirt accumulation, check drive coupling and tighten if needed, check belts, check alignment of shaft, check fan blade tightness. IV. Fan: Check fan(s) for alignment, check shaft for alignment, lubricate bearings, check for bearing temperature, check all belts/couplings, align couplings, tighten mounting bolts, inspect starter coils, inspect and clean contacts, tighten all electrical connections, check operating current and voltage, check for vibration, check motor insulation resistance, check motor mounts and tighten as needed. V. Electrical Disconnect: Inspect and clean contacts, check for proper operation. VI. Coils: Inspect and clean surfaces, clean fin surfaces, comb bent fins, check for leaks, and check for corrosion. VII. Compressor: Check refrigerant charge, check crank case heater, check for oil refrigerant leaks, check oil level, change oil as needed, check for vibration, observe operating temperatures, top-off/recharge fluids as needed. VIII. Zone Control Actuators: Inspect for proper operation, clean surfaces, adjust as needed. IX. Burner Section: Perform draft and combustion test, clean and inspect nozzles, clean and inspect blower, lubricate blower motor, test safety controls. X. Heating Section: Inspect and clean, check for corrosion, check for leaks. XI. Motor: Inspect motor mounts and tighten, inspect coils, contacts, starter, tighten electrical connections, lubricate motor bearings, and check for vibration. 2. All filters will be replaced with high efficiency media filters. 3. Vendor must provide a checklist for each piece of equipment that preventative maintenance tasks were performed on. See attached HVAC Preventative Maintenance Checklist. 4. Repairs and/or deficiencies that are discovered will be reported during the inspection, shall be noted and presented along with a competitive quote to repair and/or correct. Written approval must be obtained from the Partnership before work begins. 5. Emergency Response Time will be: Within 60 miles of downtown Bakersfield - 2 Hours Outside 60 miles from downtown Bakersfield - 4 Hours Confirmation of receipt is the sole responsibility of Vendor. Each Vendor must submit its proposal using the enclosed format in Section III below. If any proposal submitted deviates from the requested proposal format, it may be cause for disqualification. This does not, however, preclude the Vendor from offering value- added alternatives and additional, relevant information in addition to the information requested in the RFP. The alternatives, however, must be fully explained in written form, and must be separately stated as alternatives in both the proposal content and fee proposal. All costs incurred in the preparation of a proposal responding to this RFP will be the sole responsibility of the Vendor and will not be reimbursed by CAPK. Unless otherwise stated, all materials submitted by Vendor in response to this RFP shall become the property of CAPK Question Deadline 10/02/2024 Inquiries concerning this RFP should be directed to the Business Services Department, at procurement@capk.org. October 10, 2024, Responses to Vendor questions emailed to Vendors. Right to Reject: CAPK reserves the right to reject any and all proposals received in response to this RFP. The Contract for the accepted proposal will be based upon the factors described in this RFP. CAPK reserves the right to waive any and all informalities or irregularities in any proposal. Notification of Award: CAPK anticipates but does not guarantee that the Contract will be awarded by November 15, 2024. Award will be made to the most responsible Vendor whose service, experience and approach to the project are most compatible with the CAPK's needs. CAPK will be the sole judge in making this determination.
