Site work for a water / sewer project in Paris, Tennessee. Completed plans call for site work for a water / sewer project.

Furnishing all materials, labor, tools, equipment and appurtenances necessary for the construction of the Water System Improvements, Elkhorn Road Water Line Extension The Project consists of the following major elements: o Installation of approximately 14,221 LF of 4-inch SDR 21 PVC water line by open cut. o Installation of approximately 1000 LF of 6-inch HDPE DR 9 water line using HDD methods. o Installation of approximately 1,620 LF of 4-inch HDPE DR 11 water line using HDD methods. o Installation of approximately 369 LF of 2-inch SDR 21 PVC water line by open cut. The work will be awarded in one Contract. Contract time is 150 consecutive calendar days. The apparent low bidder for the referenced project is Barsto Construction, Inc. with a total bid amount of $573,316.50. There were 3 bidders. The Bid Tab will be released upon Owner Approval of Award and Funding Agency Approval on Award Concurrence Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. The Owner hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award. The Owner is an Equal Opportunity Employer. Any contract that uses federal funds to pay for construction work is a "federally assisted construction contract" and must include the equal opportunity clause found in 2 C.F.R. Part 200, unless otherwise stated in 41 C.F.R. Part 60. We encourage all small and minority owned firms and women's business enterprises to participate. No bidder may withdraw his bid within (60) days after the actual date of the opening thereof. The Copeland "Anti-Kickback" Act is also applicable, which prohibits workers on construction contracts from giving up wages that they are owed. Contractor's must not appear on Sam.gov disbarment list. A detailed listing of all subcontractors shall be provided by the Bidder. In accordance with the Contract Documents, documentation that the prospective General Contractor and its subcontractors meet minimum qualifications shall be provided and submitted. Subcontractors must also not appear on Sam.gov disbarment list. Mark-ups on subcontractor work or Cost Plus Overhead will be disallowed for reimbursement. Compliance with the following certifications is required: o Byrd Anti-Lobbying Amendment Certification o Iran Divestment Act Certification o Debarment Certification o Non-Boycott of Israel Certification Disadvantaged Business Enterprises (DBE) Requirements: This project involves ARP SLFRF funding and does not involve the SRF Loan Program. Certain documents within this manual contain references to the SRF Loan Program DBE requirements. No documents are required to be submitted to the SRF Loan Program for this project. These documents are being provided as guidance for soliciting DBE participation. This project is funded through a TDEC ARP grant and therefore must assure that small and minority businesses, women's business enterprises, and labor surplus area firms are used when possible (2 CFR Part 200.321). The Owner will in no way be liable for any costs incurred by any bidder in the preparation of its Bid in response to this Invitation to Bid. The successful Bidder for this Contract will be required to furnish a satisfactory Performance Bond and Payment Bond each in the amount of 100 percent of the Bid. No bid may be withdrawn within 60 calendar days after the scheduled time for receipts of bids. The Owner reserves the right to reject any or all Bids, to waive informalities and to re-advertise. A. The work to be performed under this Contract shall consist of furnishing all labor, materials, tools, equipment, and incidentals and performing all work required to construct the Elkhorn Road Water Line Extension complete in place and ready to operate. The work will generally consist of: o Installation of approximately 14,221 LF of 4-inch SDR 21 PVC water line by open cut. o Installation of approximately 1000 LF of 6-inch HDPE DR 9 water line using HDD methods. o Installation of approximately 1,620 LF of 4-inch HDPE DR 11 water line using HDD methods. o Installation of approximately 369 LF of 2-inch SDR 21 PVC water line by open cut. B. All work described above shall be performed as shown on the Drawings and as specified. A. Measurement of an item of work will be by the unit indicated in the Bid. B. Final payment quantities shall be determined from the weekly Pay sheets. Each weekly pay sheet shall be signed by the Contractor and by the Engineer's Representative. The precision of final payment quantities shall match the precision shown for that item in the Bid. C. Payment will include all necessary and incidental related work not specified to be included in any other item of work listed in the Bid. D. Unless otherwise stated in individual sections of the Specifications or in the Bid, no separate payment will be made for any item of work, materials, parts, equipment, supplies, or related items required to perform and complete the work. The costs for all such items required shall be included in the price bid for item of which it is a part. E. Payment will be made by extending unit prices multiplied by quantities provided and then summing the extended prices to reflect actual work. Such price and payment shall constitute full compensation to the Contractor for furnishing all plant, labor, equipment, tools, and materials not furnished by the Owner and for performing all operations required to provide to the Owner the entire Project, complete in place, as specified and as indicated on the Drawings. F. "Products" shall mean materials or equipment permanently incorporated into the work. A. Temporary facilities and the necessary controls for the project including utilities, telephone, sanitary facilities, field office, storage sheds and building, safety requirements, first aid equipment, fire protection, security measures, protection of the work and property, access roads, and parking, environmental controls, disposal of trash, debris, and excavated material, pest and rodent control, water runoff and erosion control.
