The City of Portland's Bureau of Transportation is soliciting for consultant(s) to prepare environmental documentation for projects with a federal nexus requiring National Environmental Policy Act (NEPA) documentation or non-federally funded projects. Proposers shall be prepared as if the project requirements are for federally funded projects for the propose of this RFP. The contract will be structured as price agreement(s) with individual work orders for specific projects. For each of the work orders the consultant work shall be performed by an individual (or individuals) who meets the specific qualifications required by Oregon Department of Transportation (ODOT) and the Federal Highway Administration (FHWA). The consultant team will be expected to prepare all levels of necessary environmental from project prospectuses to Categorical Exclusions. The statement of work (SOW) will be developed and negotiated, within the scope advertised in this RFP, with the selected Proposer for inclusion in the Contract. A draft SOW is provided in RFP Attachment B, which will be negotiated with the selected Proposer for inclusion in the Contract. The schedule for performance of Services needed under the prospective Contract is approximately: The initial term of this Price Agreement shall be three (3) years and may be extended up to two (2) more years for a total of five (5) years.
