The Pease Development Authority ("PDA") Divisions of Ports and Harbors ("The Division") invites sealed Bids for On-Call Snow Plowing Services at the Division's Marine Facilities in Hampton, Portsmouth, and Rye, New Hampshire ("Marine Facilities"). DESCRIPTION OF WORK The Authority is accepting competitive Bids from qualified, Contractors who are registered to conduct business in the State of New Hampshire and who are fully licensed and insured to provide On-Call Snow Plowing Services for the Division of Ports and Harbors, which consists of providing plowing and salting services at the Portsmouth Commercial Fish Pier and the Rye and Hampton Harbor Marine Facilities. The work is more completely described in the attached "Scope of Work for On-Call Snow Plowing Services" form. Questions for the purpose of clarifying contents in the IFB must be submitted in writing by email to, bids@peasedev.org and must be received no later than 2:00 P.M. local time on September 18, 2024. Questions and responses will be made available to all Bidders on our website as a posted "Addendum" and an email notification will be sent to those vendors on the Bidders List on or before 2:00 P.M. September 20, 2024. CONTRACT TERM Plowing Services will commence on the first plowable event or November 1, 2024, whichever occurs first, and extend through the 2026/2027 snow season as required by the PDA General Terms and Conditions. Subject to the approval of the PDA Board of Directors, the Contract will be for three (3) years. The Authority reserves the right, in its sole discretion, to extend the term of this Contract for two (2) additional one-year options or through the snow season of 2028/2029, under the same terms, conditions, and pricing structure upon the mutual agreement between the successful Contractor and the Authority. The Pease Development Authority reserves the right to reject any or all bids and to waive any informalities. This bid shall not be withdrawn within ninety (90) days after the actual date of opening.
