The scope of services includes (1) boat ramp design/repair/replacement, (2) dock design and replacement, and (3) landing master plan design. The project will be completed through a design-build contract, with separable scopes for the design and build phases. Please see (Attachment A: Memorandum and Survey Results) for further information regarding the current state of the landing and potential scoping. Each contractor must address the following requirements: 1. Boat Ramp Design/Repair/Replacement: o Design Phase: o Assess the existing boat ramp structure and condition. o Propose designs for repair, upgrade, or replacement of the boat ramp. o Ensure compliance with safety, environmental, and accessibility standards. o Engage the public to gather input, ensuring local stakeholder needs are met (e.g., through community meetings or surveys). o Provide a detailed design report, including engineering specifications, cost estimates, and construction schedules. o Build Phase: o Execute the approved design for the boat ramp, including demolition (if necessary), material procurement, and construction. o Coordinate construction activities to minimize disruption to public access and usage. o Conduct all necessary environmental and safety checks during construction. Dock Design and Replacement: o Design Phase: o Evaluate the current condition of the dock, identifying specific areas for repair or replacement. o Propose designs for a new or rehabilitated dock, incorporating public input. o Designs must cater to a variety of users, including boaters, kayakers, and paddleboarders, ensuring user safety and conflict reduction. o Provide cost estimates, environmental impact assessments, and timelines for dock replacement or repair. o Build Phase: o Perform the necessary dock replacement or repair as per the approved designs. o Ensure adherence to environmental protection and public safety standards. o Schedule work to minimize disruption to landing users and ensure completion within the agreed time frame. 3. Landing Master Plan: o Design Phase: o Develop a comprehensive master plan for Pigeon Point Landing, incorporating parking, lighting, landscape improvements, and safety features as indicated in the public feedback and survey results. o Ensure the plan accommodates current and future needs, balancing community usage with the preservation of natural beauty and environmental integrity. o Include specific design elements, such as a dedicated kayak/paddleboard launch area, improved parking layout, safety/security measures (lighting, cameras), and amenities such as benches and restrooms. o Propose measures to maintain a balance between the landing's usability and residential neighborhood concerns (e.g., traffic calming measures and light pollution minimization). o Build Phase: o Perform the necessary improvements as per the approved designs. o Ensure adherence to environmental protection and public safety standards. o Schedule work to minimize disruption to landing users and ensure completion within the agreed time frame. Separable Scope: Proposals must present separate budgets, timelines, and work plans for the design and build phases of each project element (boat ramp, dock, and master plan). The City reserves the right to approve each phase independently.
