The Town of Mountain Village Housing Authority and Town of Mountain Village ("Town") wish to partner with a selected Affordable Housing Development Team (Developer) to develop a community housing project in the Ilium Valley. The project consists of approximately 56 acres straddling the San Miguel River. The north side (Phase I) is on 16 acres of land and the south side (Phase 2) on 40 acres. The land is owned by the Town and lies in San Miguel County on county road 63L, just off Highway 145, about three miles west of both Mountain Village and Telluride. Phase I, approximately 3 acres of developable land, is expected to accommodate 70-90 affordable for-rent and for-sale housing units with the possibility of a limited number of freemarket units. There is also a desire to see a childcare facility as part of the overall housing development program. Phase II could be two to three times the size of the current project and be considered as a later phase. There are many local organizations that have set aside funding to provide housing for their employees, including the school district, the medical center, the fire department, and local businesses. There are also philanthropic organizations with a stated interest in promoting affordable housing. Any of these could be potential partners. This solicitation aims to select a Developer who will be compatible with the Town and lead the collaboration for the housing development. The selected Developer will ultimately be responsible for the following: o Creating a development program in partnership with the Town, and possibly other organizations. o Working collaboratively with the MVHA and the County on appropriate entitlements. o Creating a mutually acceptable business plan to implement such a development program. o Preparing a site master plan, inclusive of unit type, use and lot size, architectural design, a transportation and circulation plan, civil, drainage, and water resource protection plans. o Constructing, Marketing, and leasing or selling the units depending upon the overall approved plan. o Providing property and facilities management of the completed project. The TMVHA intends to work with Midwest Housing Equity Group (MHEG) to best leverage financial expertise in both financial analysis and the resulting capital stack If a developer or development team feels they can provide similar or better internal financial services as part of the project proposal, we can entertain this during the review process. The TMVHA will likely retain MHEG if a developer prefers a different financial team and retain MHEG for 3rd party review and additional expertise. The Town encourages Developers who have experience with creative and workable financing/grant solutions, those who understand deed-restricted housing requirements and opportunities in Colorado resort mountain communities, and those with regional development expertise to submit proposals. MOUNTAIN VILLAGE Situated at 9,545 feet above sea level in the heart of the breathtaking San Juan Mountains of southwest Colorado, The Town of Mountain Village was incorporated as a home-rule municipality in San Miguel County in 1995. Encompassing most of the Telluride Ski Resort, Mountain Village is a thriving tourist destination containing hotels, condominiums, housing for the local workforce, and single-family homes for both locals and second homeowners. A bustling Village Center designed to emulate European ski villages is the community's gathering place and features a free gondola transportation system connecting the Town of Mountain Village with the Town of Telluride. Mountain Village is home to roughly 1,400 year-round residents and boasts over 550 deed-restricted owned and rented housing units within our municipal boundaries. As the town has an area of only 3.5 square miles, we seek to build additional housing for our community in Ilium, a location suitable for regional housing development. ILIUM COMMUNITY HOUSING PARCEL The property has been zoned Community Housing (CH) zoning district within San Miguel County and legally platted. The Developer would analyze whether pursuing the CH zoning or a Planned Unit Development or a combination of the two is most advantageous through the entitlement process with San Miguel County and Town. Approximately 11 acres of the 56 acres are developable, meaning within slopes between 0% and 30% and outside of other constraints such as delineated wetlands and the mapped floodplain. Approximately 3 acres are developable on the north side of the property consisting of three development pods. The property is directly adjacent to a county road; utilities are close by; public transportation is available in Ilium Valley and enhancing bus stops would be part of the overall development plan to serve this property. Conceptual feasibility suggests an emphasis on rental versus home ownership (75%/25%) and maintaining affordability by some mechanism. The Ilium neighborhood already has a small population of about 100 residents, along with a light-industrial zone with many local businesses. The neighbors have been largely supportive of expanding their community, and in this context, consideration is given for a childcare center through the entitlement process along with other neighborhood amenities, whether on the subject parcel or in adjacent areas. The development team should review the feasibility of this given the land constraints, nearby alternatives, zoning and county process. OTHER CONSIDERATIONS CDOT will require the intersection at 63L and Highway 145 to be improved as a result of the additional housing proposed in the Ilium Valley. The Town of Mountain Village intends to issue an RFP for design and civil engineering for the intersection in cooperation with CDOT and the County. Design and planning coordination will be critical to integrate solid land planning specifically as it affects the western portion of the housing parcel.
