Lane County Waste Management (LCWM) operates an extensive solid waste management system serving a geographical area of approximately 4,600 square miles and a population of over 380,000 residents and is the state-designated solid waste authority for the Lane County waste stream. Currently there are no facilities in Lane County designed to sort and market source-separated commingled materials. Additionally, there are no dedicated mixed waste processing facilities that sort municipal solid waste for material recovery in the County. A major barrier to the County meeting its material recovery rate goals is the lack of adequate material recovery infrastructure to process waste. The Lane County Solid Waste Management Plan identified the development of new facilities in the County as an essential part of meeting the County's waste recovery goal In general, the Scope of Work includes providing Owner's Representative Services during the construction of the Resource Recovery Facility in Goshen, Oregon. More information can be found on the County's The County is expecting the selected CM/GC contractor to begin work in January 2025. The construction timeline has not been finalized, but the selected Owner's Representative will work through completion of the project.
