** As of November 6,2024 , project was awarded to ESP Surveying, Inc.but awarded amount is not available.** INTRODUCTION/BACKGROUND The County of Madera Public Works Department (Department) is seeking to hire a qualified land surveying firm to provide Professional Land Surveying Services. The required services consist of Topographic Mapping, Boundary Surveying, Records Search, and Right-of-Way Engineering. The projects will be funded with a combination different Local funding sources: Measure T Funds, Regional Surface Transportation Program Funds, and SB-1 Local Partnership Program Formula Funds. While not under the oversight of Caltrans or Caltrans Local Assistance, the Department generally follows LAPM procedures for non-federal aid projects. PROJECT INFORMATION & PURPOSE: AVENUE 15 ROAD REHABILITATION PROJECT The Avenue 15 Road Rehabilitation Project is located in Madera County along Avenue 15 from Road 36 to the end of the County's right-of-way at State Route 41. The length of the segment is approximately 5.5 miles and is located in Supervisorial District 1 and on the Boundary of Madera County Supervisorial Districts 1 & 5 from Road 39-1/2 to SR-41. (Attachment A Vicinity Map). The project is funded using Local funds. In particular, Measure T Street Maintenance Funds, SB-1 Local Partnership Program Formula Funds, and Regional Surface Transportation Program Funds. The project aims to rehabilitate Avenue 15 from Road 36 to State Route 41. The existing pavement is distressed and in need of rehabilitation. The final treatment has not been decided, however, the alternatives are Hot-Mix-Asphalt (HMA) Overlay with localized dig outs, Cold-in-Place Recycling with thin HMA Overlay, or FDR-C with HMA Overlay. The Department will determine the treatment alternatives as design progresses. In addition to the road rehabilitation the Department will be replacing 2 (two) culverts and conforming several driveways to the new pavement surface. AVENUE 21 AND ROAD 28-1/2 INTERSECTION IMPROVEMENT PROJECT The Avenue 21 and Road 28-1/2 Intersection Improvement Project is located at the intersection of Avenue 21 and Road 29-1/2 in Madera County, 7.2 miles east of State Route 99 on the boarder of Madera County Supervisorial Districts 1 & 5. The project will include widening of the existing pavement on Avenue 21 to accommodate two left hand turn pockets (one in each direction) for traffic on Avenue 21 to exit onto Road 28-1/2. The turn pockets will also provide a median refugee area for cars turning left across Avenue 21 from Road 28-1/2. The project may also include purchasing right-of-way at the intersection corners to clear the required site distance triangles. The project is funded with Regional Surface Transportation Program Funds and Measure T Regional Program Funds. The ADT at the intersection is approximately 927 vehicles approaching from Road 28-1/2 and approximately 3,597 vehicles approaching from Avenue 21. The general objective of the two intersection projects is to increase safety by providing a separate deceleration lane and turn pocket to allow for left hand turns across the busier mainline roads while still allowing mainline traffic to flow.
