BESSEMER STREET RESURFACING SERIES 2021-C TAX EXEMPT GENERAL OBLIGATIONS WARRANTS PROJECT PHASE 2 (BASE BID) and 4TH AVENUE AT MCCALLA ROAD INTERSECTION IMPROVEMENTS (ADD ALTERNATE #1). The bid is a combination of two separate plan sets. The base bid is for the Bessemer Street Resurfacing Series 2021-C Tax Exempt General Obligations Warrant project. Add Alternate #1 is for the 4th Avenue at McCalla Road Intersection Improvement project. Each bid must be sealed, and the following words must appear on the outside of the sealed envelope: BESSEMER STREET RESURFACING SERIES 2021-C TAX EXEMPT GENERAL OBLIGATIONS WARRANTS PROJECT PHASE 2 (BASE BID) AND 4TH AVENUE AT MCCALLA ROAD INTERSECTION IMPROVEMENTS (ADD ALTERNATE #1) Scope of Work (Base Bid) The Bessemer Street Resurfacing Series 2021-C Tax Exempt General Obligations Warrant Project consists of the installation of a bituminous wearing surface overlay (140 - 165 pounds per square yard) on approximately 61 various City street locations (+-208,500 square yards) totaling approximately 17,500 tons. Project also includes select milling (approximately 64,500 square yards), patching (approximately 2,100 tons) and leveling (approximately 1,800 tons) of existing pavement as directed by the Engineer, adjustment of underground utility riser tops, installation of traffic striping, markings/legends, signage, pavement markers, and associated traffic control/erosion control. Scope of Work (Add Alternate #1) The 4th Avenue at McCalla Road Intersection Improvements project consists of a new roadway re-alignment to McCalla Road on the north side of the intersection consisting of approximately 700 square yards of new roadway. Improvements to the south side of the intersection on McCalla Road includes partial roadway demolition, new milling, striping and asphalt pavement overlay. Project also includes grading/excavation, minor drainage work, installation of traffic striping, markings/legends, signage, pavement markers, and associated traffic control/erosion control. The project shall be completed in 100 total working days. Engineer's Bracket Estimate: $3,000,000.00 - $3,500,000.00 Contract documents may be examined at the following location: EEFS Company, PC 1930 2nd Ave N, Suite 150, Bessemer, AL 35020. To submit a bid, a complete set of bid documents MUST be obtained from EEFS Company, PC. All bidders must have a current Alabama General Contractors license and shall be qualified for the type of work specified. All General Contractor bidders must be ALDOT certified bidders. Bid Documents must be picked up no later than 24 hours prior to the bid opening. A cashier's check or bid bond payable to City of Bessemer in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder's proposal along with Non-Collusion Affidavit. A One Hundred Percent (100 %) Performance Bond and a One Hundred Percent (100 %) Payment Bond and evidence of insurance required in the bid documents will be required at the signing of the Contract. All general contractor bidders must be pre-qualified pursuant to pre-qualification procedures and criteria established by the Owner prior to picking up bid documents. All general contractor bidders must be ALDOT certified. Written pre-qualification procedures and criteria are available for review at the office of EEFS Company, PC. Bids must be submitted on proposal forms furnished by the Engineer or copies thereof. All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975 and must show evidence of license before bidding or bid will not be received or considered by the Engineer. The bidder shall show such evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered. The Owner reserves the right to reject any or all proposals and to waive technical errors if, in the Owner's judgment, the best interests of the Owner will thereby be promoted. Nonresident bidders must accompany any written bid documents with a written opinion of an attorney at law licensed to practice law in such nonresident bidder's state of domicile, as to the preferences, if any or none, granted by the law of that state to its own business entities whose principal places of business are in that state in the letting of any or all public contracts. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
