No bid may be withdrawn after the closing time for receipt of bids for a period of sixty (60) days. Any Contractor submitting a bid must be a licensed Utility Contractor by the State of Georgia. License numbers must be written on the face of the bid envelope. No bid will be opened unless the license number is clearly shown. See Instructions to Bidders for additional bidding requirements. The work to be done shall consist of furnishing all labor, materials and equipment necessary to construct the proposed Tyson Ave., Love Ave., & Poplar St. Water Main Improvements as shown on the construction drawings. In general, construction consists of installing 1,825 L.F. of 8" PVC Water Main and 600 LF of 6" PVC Water Main, connection to existing water main via tapping sleeve and valve, erosion control, traffic control and all associated measures for the complete project. Time allotted for completion of work is 120 consecutive calendar days to substantial completion. Work shall be complete and ready for contract closeout with 134 consecutive calendar days. All work shall be completed in accordance with the plans and specifications. The work will be awarded in one (1) Contract Prequalification may be required of Bidders prior to the award of contract. All bid forms must be accompanied by a Bid Bond or a certified cashier's check in an amount not less than ten percent (10%) of the amount bid. All bonds shall be by a surety company licensed in Georgia with "A" minimum rating performance and financial stre ngth of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability". The successful bidder, if awarded the Contract, will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount. Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced, or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
