Oregon State University is seeking a contractor to provide preparation for painting of Ocean Observatory Initiative (OOI) equipment and application of copper-free boat bottom (antifouling) paint to the equipment. Responses to the solicitation must be received no later than the due date and time in accordance with the submittal instructions contained in the solicitation document. The College of Earth, Ocean and Atmospheric Sciences (CEOAS) at Oregon State University (OSU) is the Implementing Organization (IO) for the Endurance Array (EA) of the Ocean Observatories Initiative (OOI). As an IO, EA is chartered to maintain and operate a series of oceanographic moorings. The moorings are deployed into nutrient-rich locations near the Oregon/Washington coast, and parts of each of these moorings stay in the photic zone (the depth zone of the ocean where enough light penetrates to enable photosynthesis) during deployment. Research platforms are deployed for 6 months at a time, requiring 2 mooring turns per year to maintain continuous environmental sampling. Equipment in the photic zone tends to become covered with organism communities called biofouling, and removal of biofouling to allow equipment servicing can be timeconsuming and labor-intensive. In addition, biofouling may directly damage equipment. Additional equipment will need serviced for repair as needed, such as, but not limited to epoxy paint patches, painting smaller platforms with antifouling paint. OSU may reject, in whole or in part, any Proposal not in compliance with the Request for Proposal, Exhibits, or Addenda, if upon OSU's written finding that it is in the public interest to do so. OSU may reject all Proposals for good cause, if upon OSU's written finding that it is in the public interest to do so. Notification of rejection of all Proposals, along with the good cause justification and finding of public interest, will be sent to all who submitted a Proposal. This Contract is effective on the date of last signature and expires on September 30, 2028. OSU has the option to extend this Contract for 1 additional 5-year term based on the current terms and conditions. OSU may exercise this option to extend by providing written notice to Contractor prior to the expiration of the Contract.
