At the close of the question period a copy of all questions or comments and the State's responses will be posted on the States web site online. SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the Office of Purchasing & Contracting (hereinafter the "State") seeks to establish a contract with a qualified Architectural and/or Engineering firm to provide architectural and engineering design services for a new chip boiler system at Northern State Correctional Facility (NSCF) located at 2559 Glen Road, Newport, VT. Interested firms are invited to bid on providing architectural/engineering design services described in Section 2 of this RFP. The Northern State Correctional Facility is a 416-bed facility consisting of nine (9) buildings spanning 137,368 square feet and was originally constructed in 1991. During the heating season, the primary heat and domestic hot water is provided by two chunk wood-fired hot water boilers. These boilers pre-heat the water for the two oil-fired domestic hot water oil boilers and the two oil boilers in the basement that supply heat to the facility. Propane is used for igniting the oil boilers. There are a variety of different hot water- supplied heating units throughout the facility including AHU's, unit heaters, and fin tube radiators. The existing chunk wood boilers are nearing end of life and need replacement. The chuck wood boilers are hand loaded by incarcerated individuals. It is the intent of this project to design a new and modern heating system that eliminates the need for hand loading or operating. The new chip boiler system must be supported by a secondary back-up system. The scope of this RFP is to review the current systems as well as the Heat Plant Feasibility Study that was completed April 2024. Design a new wood chip boiler system as the primary heating system, with backup, and reducing the need for the existing oil systems. The domestic hot water supply will also be provided by the new heat system and will require a backup, as the facility operates around-the-clock and may not be without heat or hot water for extended (> 4 hours) periods of time. The backup system must support the entire facility in the event the primary system loses functionality. CONTRACT PERIOD: The period of performance under this contract shall commence on 1/2/2025, and end on 1/30/2028, with a Substantial Completion date of 1/30/2027, a Project Completion date of 6/30/2027, and a Contract Completion date of 1/30/2028, to allow for one year warranty inspection(s) as may be required of the construction contract work. Construction Start Date 4/1/2026. Construction Substantial Completion 1/30/2027.
