This project involves the cleaning and sealing of several bridges within the corporation limits of the City of Columbus. The annual bridge cleaning and sealing contract is a means for performing schedule-based preventative maintenance activities on bridges that the Department of Public Service maintains. These activities include the cleaning of debris and deicing chemicals from various bridge components and also the sealing of reinforced concrete components to prevent intrusion of salt, and other such work as may be necessary to complete the contract, as set forth in this Invitation For Bid (IFB). All questions concerning this project are to be sent to capitalprojects@columbus.gov. The last day to submit questions will be specified in the IFB; phone calls will not be accepted. Responses will be posted on Bid Express at www.bidexpress.com as an addendum. A pre-bid meeting will not be held. 1.4 City of Columbus MBE/WBE Program: This project is subject to the requirements of the City's MBE/WBE Program. The MBE/WBE goal assigned to this project is 20.0%. The contract will be awarded to the lowest, responsive, responsible, and best bidder. City certified MBE/WBE firms that submit a proposal may be eligible to receive a bid discount of 5% of the bid amount up to a maximum discount of $50,000.00. To be eligible for the bid discount, the firm must: o Be the prime contractor. o Be certified by the City's Office of Diversity and Inclusion as an MBE/WBE capable of providing the type of construction services sought by the City at the bid due date. o Be a member of the ethnic and gender groups determined by the City's 2019 Disparity Study to have a statistically significant disparity in the awarding of City construction contracts. (The eligible groups for Construction IFB's are all City certified MBE/WBE firms except Hispanic American Male firms.) o Submit a completed Bid Discount / Proposal Incentive Request Form with the proposal. Allows zero unit prices and labor No Allows negative unit prices and labor No A surety bond in the amount of 10% of the proposed bid is required at the time that the proposal is submitted. A performance bond in the amount of 100% of the contract amount is required at the time that the contract is executed by the selected contractor and returned to the City for execution. The State of Ohio Prevailing wage laws or the Federal Bacon-Davis wage laws will be followed by the prime contractor and any sub-contractors as stated in the contract. Cleaning: The work described herein includes the removal of all debris by sweeping, scraping, shoveling, etc. followed by water blasting, or an acceptable method approved by the Engineer, the following areas of the assigned bridges: 1. Deck, curbs, sidewalks, railings, etc. (CP-5) 2. Expansion joints (CP-6) 3. Beams (CP-7) 4. Abutments, abutment seats, backwalls, wingwalls, and piers (CP-8) 5. Bearing devices (CP-9) 6. Additional areas as specified by the engineer Work described herein consists of sealing of concrete surfaces with a non-epoxy sealer, an epoxy-urethane sealer, or treating concrete bridge decks with Soluble Reactive Silicate according to CMSC 512. This work includes surface preparation as outlined in CMSC 512. 1. Sealing of concrete surfaces (parapets, sidewalks, abutments, piers, backwalls, etc.) 2. Sealing concrete bridge decks with SRS. 3. Additional areas as specified by the engineer. Any and all debris, regardless of size, is to be removed from areas designated in this contract and hauled away from the site per 105.16 of the Maintenance Contract General Provisions. The City maintains the right to add to or delete from any or all bridges listed in this contract. The awarded contractor shall advise the engineer 48 hours in advance of each working day of the bridge locations of what work will be performed, date and time that the work will be performed, and of what traffic control will be used. The contractor shall not have more than two uncompleted locations at any given time, unless approved by the engineer. If the contractor's agreed upon daily schedule changes, the contractor shall notify the engineer at least 1 hour prior to the start time. If the contractor is unable to start work at a given location as originally agreed upon, and does not give the engineer advance notification of its intent not to work, charges incurred by the City for inspection services will be deducted from monies owed to the Contractor, unless such charges are waived by the Director. The contractor shall provide a bucket truck and all necessary safety equipment, at the request of the inspector or engineer to allow for the inspection of work. Care shall be taken to avoid damage and water spray to all traffic both on and under the bridge and to any private property. The contractor is responsible for all such damages. The contractor is responsible to clean-up and remove any debris from the site that is collected or deposited as a result of the approved cleaning method. The contractor shall ensure that no debris or other material is discharged to any watercourse or drainage channel. Water cleaning and powerwashing shall not be performed when there is a possibility of the water freezing before it has evaporated. This contract shall be of a unit price bid type. The quantities reflect the best information available at the time of issuance. The City reserves the right to increase or decrease any of the quantities in the bid tab. The bridge location list with estimated quantities can be found at the end of this document.
