Site work and paving for a sidewalk / parking lot in Pasadena, California. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The Department of Public Works has prepared specifications for the Annual Citywide/Miscellaneous Sidewalk Improvement Program - FY 2025 in the City of Pasadena. The work consists of removal and replacement of curb & gutter, sidewalk, and miscellaneous appurtenant work. Questions must be submitted via the City's eProcurement Portal. Any questions submitted after 10:00 am on Tuesday, October 15, 2024 will not be answered. GENERAL Existing and new concrete facilities including concrete sidewalk, curb & gutter, curbs only, gutters only, concrete sidewalk, top-cast 5 concrete finish and/or exposed aggregate concrete sidewalk, driveway, cross gutters, spandrel, and concrete pad shall be removed and replaced or constructed at the locations indicated on the plans or as directed by the Engineer. All the new miscellaneous concrete shall match existing color, mixture, texture and etc. Work under the Annual ADA Sidewalk and Miscellaneous Sidewalk Bidder's Proposal - Schedule A (page BP-X) shall include, but not limited to, hauling, clearing & grubbing, spreading, compacting, grading, preparing of existing location and constructing of new miscellaneous concrete, and all other work items to complete the work in place for all the bid items. This project is a Citywide seven (7) districts in the City of Pasadena. The City of Pasadena reserves the right to add and/or delete any of the Miscellaneous Concrete Locations (Sidewalk, Curb & Gutter, Sidewalk, and etc) any time during the project up to the last concrete working day. MATERIALS Concrete Mix Design The Contractor shall furnish a concrete mix design to the Engineer at least ten working days prior to the start of the work, based on the following guidelines: General Concrete Facilities including curb, gutter, sidewalk, access ramps, etc. shall meet the following requirements: Compressive Strength: 2500 psi @ 28 days Polypropylene Fiber Reinforcement: 1.5 lbs/cy (0.01% by volume), 3/4 inch minimum length Maximum Slump: 5 inches Heavy Vehicular Facilities including cross gutters, spandrels, swales, driveways, and alley entrances shall meet the following requirements: Compressive Strength: 2000 psi @ 3 days, 4000 psi @ 28 days Polypropylene Fiber Reinforcement: 3.0 lbs/cy (0.02% by volume), 1-1/2 inch minimum length Maximum Slump: 4 inches The Contractor shall be responsible for all costs associated with the required mix design. Quality Assurance Field Testing Field testing shall include testing for concrete slump as per ASTM C-143 and compressive strength (C39). Such testing shall be at a frequency determined by the Engineer and shall be performed by the Owner's laboratory at the Owner's expense. The Contractor shall furnish the concrete necessary for casting test cylinders. CONSTRUCTION All work shall conform to the provisions of Section 303 of the Standard Specifications. The existing concrete shall be sawcut full depth prior to removal. Any concrete broken due to the Contractor's failure to comply with these requirements shall be removed and replaced at the Contractor's expense. The line and grade of the replaced facilities shall conform to the existing facilities. In most instances, this will consist of a straight line between existing facilities. The Contractor shall water test all repaired curbs and gutters, cross gutters, and other repaired drainage facilities in the presence of the City's Inspector. Concrete work shall be performed on one side of the street at a time, unless approved by the Engineer. Protection of Existing Facilities The CONTRACTOR shall protect existing facilities from damage, and discoloration from concrete splash. Adjacent concrete facilities shall be covered during concrete placement to prevent concrete splash and excess concrete from staining the adjacent concrete. After initial placement, strikeoff and finishing, the protection shall be removed and the adjacent concrete cleaned. Vertical existing facilities such as light poles, walls, etc. shall be protected with plastic extending a minimum of three feet above the concrete surface. After initial placement, strikeoff and finishing, the protection shall be removed and the vertical surfaces cleaned. Subgrade After the subgrade is prepared, moisture conditioned, and compacted to 90% relative compaction at zero to three percent over optimum, the Contractor shall continuously maintain the sub-grade in a uniform condition at the moisture content obtained during sub-grade compaction until the concrete is placed. Forming Wooden forming shall be of two-inch nominal thickness staked at two-foot intervals. The maximum gap at the bottom of the forms shall be 1-3/4 inches. Tolerances The maximum variation from design elevation shall not exceed +/- 0.02 feet. In some instances, particularly in critical drainage areas, tolerances may be reduced to zero. Concrete facilities shall be installed to maintain or provide positive drainage. Questions regarding applicable tolerances shall be directed to the Engineer forty-eight hours in advance of the work. When shown on the drawings, the concrete shall be set at the design elevations. When existing facilities are to be removed and replaced, they shall conform to the existing elevations and grades. Generally, this will be at a straight line between the start and end points of the removal. Placing and Finishing The concrete shall be deposited on a moist grade in such a manner as to require as little re-handling as possible. Workmen shall not be allowed to walk in the freshly mixed concrete with boots or shoes coated with earth or foreign substances. Strikeoff, Consolidation and Finishing In general, adding water to the surface of the concrete to assist in finishing operations shall not be permitted. Before final finishing is completed and before the concrete has taken its initial set, the edges shall be carefully finished with the radius shown on the plans or a radius to match the existing construction. Concrete shall be thoroughly consolidated against and along the faces of all forms and adjacent concrete. After the forms are removed, excess concrete below the form surface shall be removed to be flush with the form face. All new concrete score lines shall match existing facilities. Concrete Protection The Contractor shall always have materials available to protect the surface of the fresh concrete against rain. These materials shall consist of burlap, curing paper, or plastic sheeting. If plastic sheeting is used, it shall not be allowed to contact finished concrete surfaces. The Contractor shall also protect the concrete against traffic and vandalism. If the concrete is damaged or vandalized, the Contractor shall make the necessary repairs at its own expense. The repair procedure for damaged or vandalized concrete shall be approved in advance by the Engineer. Curing Concrete shall be cured by protecting it against loss of moisture, rapid temperature change, and mechanical injury for at least three days after placement. White or clear liquid membrane compound shall be used. After finishing operations have been completed, the entire surface of the newly placed concrete shall be covered by the curing medium. The edges of the concrete exposed by the removal of forms shall be protected immediately to provide these surfaces with continuous curing treatment. The concrete shall be allowed to cure for seventy-two hours prior to placing adjacent asphalt concrete. Joints Control joints shall be placed at a maximum spacing of ten feet. Control joints in all PCC facilities, except sidewalks, shall be formed by tooling a deep joint or by using expansion joint material. If expansion joint material is used, a minimum of two 1/2 inch by eighteen-inch dowels shall be used with additional dowels placed every twenty-four inches. Control joints in sidewalks may be made using a tooled joint which shall extend a minimum of 1/4 of the depth of the concrete and shall not be less than 1-1/2 inches in depth. Expansion joints shall be required at a maximum of forty-foot intervals on curbs, curbs and gutters, cross gutters, swales, and sidewalks. Expansion joints shall also be required on all corners of curbs, curbs and gutters, sidewalks, at the outside boundary of access ramps, and other locations with discontinuities or reentrant corners which may cause cracking. Cleanup and Backfill After the concrete is placed, cured, and the forms have been removed, the Contractor shall clean the site of all concrete and forming debris. The aggregate base shall be replaced to match the existing base and compacted to 95% relative compaction. The pavement shall be restored in accordance with these Special Provisions. A minimum of two lifts shall be used, none of which shall exceed three inches, and the top lift shall be a minimum of 1-1/2 inches thick. The total thickness of the restored pavement shall match that of the existing pavement. For concrete removed but not replaced, the resulting void after excavation shall be backfilled with clean native material unless noted. MEASUREMENT AND PAYMENT Measurement and payment for miscellaneous concrete shall be paid on a unit cost basis as identified in the Bid Schedule. These include CURB & GUTTER, CURBS ONLY, GUTTERS ONLY, CONCRETE SIDEWALK, TOP-CAST 5 CONCRETE FINISH AND/OR EXPOSED AGGREGATE CONCRETE SIDEWALK, DRIVEWAY, CROSS GUTTERS, AND SPANDREL. Payment for roadway excavation and removal/grinding of tree roots and tree trimming shall be included in the applicable unit price of concrete construction, and no additional payment shall be made therefor. The Contractor shall continuously keep the construction locations clean and free from rubbish and debris. In addition, storage of materials, concrete forms (lumber) and equipment in the public right-of-way will not be allowed and shall be removed from the various work locations as soon as they are no longer necessary. The above contract unit costs shall be considered full compensation for furnishing all labor, materials, tools, equipment, transportation, and incidentals, including removals; and for performing all of the work involved as detailed in the Standard Specifications, these Special Provisions, and the plans and typical sections. The cost of restoring the adjacent pavement shall be included in the unit cost of the work. No additional compensation will be allowed therefor. All concrete construction work on this project shall be in accordance with Section 303-5 of the Standard Specifications. Concrete Removal and Reconstruction work in this project consists of the removal and reconstruction of curb and gutter, curb, pavement, driveway aprons, cross-gutters, parkway drains and culverts. The Contractor will be paid based on the amount of work and unit bid price for the applicable item(s) per location, and no additional payment will be made therefor. When a painted address number on a curb and red curb is removed during demolition (Remove and Replace Curb and Curb & Gutter), the Contractor shall repaint the address number and restripe the red curb within seven days after construction of the new curb, the cost for painted address number shall be included in the curb & gutter item, and curb only item and no additional compensation will be allowed. The Contractor shall provide and maintain a walkway area with a minimum unobstructed width of four (4) feet for pedestrian traffic at all times, whenever possible. "SIDEWALK CLOSED AHEAD" sign (at least four signs) shall be posted per the Engineer and/or City Inspector's direction whenever sidewalk is closed for construction. This work is included in the "Remove and Reconstruct 4 inch thick PCC Sidewalk" item and no additional compensation will be allowed. When pouring (concrete) the new curb & gutter, sidewalk and driveway, contractor is not allow to pour the concrete monolithic. Remove and replace all the miscellaneous concrete shall match existing adjacent improvements as nearly as possible. The AGENCY reserves the right to add and/or delete any of the original bid item (address location) and/or add additional location for miscellaneous concrete, grinding, and AC Patching. Estimated quantities and locations of concrete removal and reconstruction are shown on the Plans. Payment will be based on actual quantities constructed. Quantities for either removals or new construction that exceed the quantities in these Specifications will not be paid for unless approved by the Engineer. The concrete work shall be paid under the appropriate bid items in the Bidder's Proposal. Fly ash shall not be used in any concrete mix for this project. In addition to 303-1.3 of the Standard Specifications for Public Works Construction, all concrete construction items shall be formed on both the front and back sides to full depth. The range of variable height and width of the curb and gutter indicated in the Bidder's Proposal shall be as follows: 4" to 10" for curb height and 1' to 3' for gutter width. The average height of curb is 8 inches and the average width for gutter is 2 feet, and shall be constructed per Standard Drawing S-406. Where red curbs are removed, the Contractor shall place "No Parking" signs until the curb has been reset and repainted. The Contractor shall place the new concrete no later than three working days after the concrete has been removed. Unless stated otherwise on this special provisions. If the Contractor fails to place the new concrete by the third day, he shall place an approved material in the excavated area to provide a surface suitable for vehicular or pedestrian use as determined by the Engineer. All costs for this work will be borne by the Contractor. If the Contractor fails to place the material in a timely manner, the Engineer may elect to have the material placed by others. The Contractor shall remove and dispose of any material placed by others. All costs related to this alternative will be borne by the Contractor or deducted from the progress payment. No later than ten calendar days and no earlier than seven calendar days after the new concrete is placed, the Contractor shall place final asphalt concrete (slot paving) in the excavation area in the street or in the driveway, adjacent to the new concrete. If the Contractor fails to meet this requirement, the Engineer may elect to have the asphalt concrete placed by others and all related costs will be borne by the Contractor. Payment for removal and reconstruction of a 12-inch width asphalt pavement required to set forms to reconstruct concrete items, and variable width asphalt pavement areas behind cross-gutter repair locations on side streets shall be deemed included in the various unit bid prices for the applicable concrete removal and reconstruct item and no additional compensation shall be paid for this work. The structural section for the 12-inch width of asphalt pavement shall be 6-inch thick for local streets or 8-inch thick for major streets or 1-inch greater than the existing A.C. structural section, whichever is greater. No aggregate base is required. Using a uniform mix for the full depth is not acceptable. The asphalt mix design shall be per Section 302-5. Miscellaneous Concrete - Additional Work - Additional locations for the repair of damaged concrete may be added during the course of this project. Areas selected will be "in advance" of the Contractor's work and will not require returning to areas where concrete work has been completed. Payment for this work will be made per the unit prices submitted in the Bidder's Proposal and no additional payment will be made therefore. "High Early Strength" PCC for Concrete Construction - The Contractor shall use high early strength concrete to construct concrete cross gutter and driveways, unless otherwise specified in these Specifications. The concrete class shall be 660-A-4000. Driveways shall be replaced with in-kind S-402 or S-403. Contractor shall coordinate with the homeowners prior to removal of driveway approaches. The driveway shall be reopened within two (2) days or less. The new concrete shall not be open to traffic until it has cured for a minimum of 72 hours. Payment shall be deemed to be included in the appropriate unit bid prices as specified in the Bidder's Proposal and no additional payment shall be made therefor. Where curb and gutter is reconstructed to correct severe grade offsets, asphalt pavement adjacent to the gutter shall be reconstructed to the limits determined by the Engineer in the field. Removal areas shall be sawcut prior to excavation. Asphalt concrete pavement shall conform to the applicable requirements of Sections P-302-5 and P-306-1.1.5 of the Pasadena Supplements and Modifications. Crushed aggregate base, a minimum of four inches thick shall be used in all cases. It shall comply with Section 200-2.2 of the Standard Specifications and shall consist entirely of crushed rock and rock dust without any noticeable quantity of any deleterious substance as determined by the Engineer. Payment shall be included in the appropriate concrete item adjacent to the work and no additional payment will be made therefor. Subgrade shall be compacted to 90% of relative density. Construct new asphalt concrete base course, B-PG 64-10 with 5.2% binder, 1 inch thicker than the existing section. Construct new asphalt concrete wearing course: TYPE OF STREETS DEPTH ASPHALT CONCRETE BINDER Local Residential Streets 1 inch D2-PG 64-10 5.6% Collector/Major Streets 1.5 inch C2-PG 64-10 5.2% The total thickness of the A.C. base course and A.C. wearing course shall be 4 inch minimum for local or collector streets and 6 inch minimum for major streets. Payment for this item will be included in payment for concrete items. Roadway excavation for Asphalt Concrete Pavement and for placement of Aggregate base shall be in accordance with Section P-300-2.1.2 of the Pasadena Supplements. Payment for this item shall be included in the concrete items, and no additional payment shall be made therefor. Parkway Restoration - Parkway and lawn areas disturbed by construction and/or root removal operations shall be backfilled with material approved by the Engineer, mechanically compacted to 85% of optimum density, and graded to join the adjacent improvements and parkway lawn areas. The parkway and lawn area shall be restored by sodding in accordance with Section 801-4.8 of the Standard Specifications. Reseeding will not be allowed. The cross slope of the parkway area between the top of the new curb and the landscaped finish grade shall not exceed 3:1 unless otherwise directed by the Engineer. If the cross slope exceeds 3:1 ratio, the Contractor shall grade the parkway until the cross slope is less than 3:1 and restore the lawn and the irrigation system to match the adjacent parkway area. The payment for this work is deemed to be included in the unit bid price for removal and reconstruction of the curb or curb and gutter and no additional payment will be made for this work. The Contractor shall install the type of sod needed to match the existing lawn at each location. Any excess excavated material remaining after the restoration of the parkway areas shall be promptly hauled away and disposed of as directed by the Engineer. The restoration work in the parkway and lawn areas shall be completed within two weeks after the completion of adjacent concrete repair work. If the Contractor fails to restore it in a timely manner the City will complete the work and costs will be deducted from payments due the Contractor. Payment for parkway restoration shall be deemed as included in the bid prices for concrete removal and reconstruction or concrete construction items and no additional payment for this work shall be made therefore. Root Pruning Adjacent to Proposed Concrete Improvements - The depth of root cutting along the curb shall be 24" and 12" along the sidewalk and driveway. A rotary pruner is required for this work. The cost for arbitrary root cutting, selective root pruning and/or root removal is deemed to be included in the applicable items of concrete repair and no additional payment will be made for this work. Contractor shall inform Mr. Kenny Graham at (626) 744-3880 prior to performing selective root pruning. Payment for Items 1-20 shall be for doing all the work involved in removing and constructing Portland cement concrete items, furnishing and placing complete in place to meet existing, per the Plans and the Standard Plans. Payment shall be per the Contract applicable unit price bid and shall constitute full compensation for furnishing all labor, materials, tools, subgrade preparation, including all work involved in excavating, removal and disposal of existing improvements/material, preparing, scarifying and compacting the subgrade soil at 90% relative density in accordance with these Specifications, any fill material, and all incidentals, all costs for any said items shall be included in the bid price for the work to which it is appurtenant, and no additional compensation will be allowed therefor. REMOVAL AND DISPOSAL OF MATERIAL During the planning operation, the CONTRACTOR shall sweep the street with mechanical equipment and remove all loosened material from the project site until completion of the removal work. The CONTRACTOR shall take all necessary measures to avoid dispersion of dust. CONTRACTOR shall notify the Engineer for approval of swept surface. All material removed shall be disposed of in accordance with the City of Pasadena's Construction and Demolition Materials Management, and these Contract Documents. In addition to removing the cold milled asphalt concrete, the CONTRACTOR shall remove any slurry seal or asphalt concrete which is adhered to the top of the adjacent gutter, cross gutter or spandrel. SAWCUTTING Section P-303-9.6.8 of Pasadena Supplements and Modifications entitled "Concrete Sawing" is amended as follows: Payment for sawcutting concrete and asphalt pavement, concrete spandrel, drive aprons, curb, gutter or sidewalk shall be included in the bid prices of the various related items as specified in the Bidder's Proposal and no additional payment for this work shall be made therefor. Sawcutting will be required along score lines of all individual concrete areas to be removed. A minimum 5" sawcutting depth will be required along the marked out line for concrete pavement. A minimum 6" sawcutting depth will be required along the joining line for curb and gutter, except for removal of curb only. For curb only, minimum sawcutting depth 1" greater than curb face shall be required. The residue resulting from the sawcutting operations shall not be permitted to flow beyond the specific work location and shall be removed the same day. See Section II-2.5 of these Specifications for NPDES requirements.
