The City of Washougal is requesting bids for on-call concrete services. The contract term will be for calendar years 2024, 2025 and 2026. Annually the contract will not exceed $50,000.00 (including sales tax). Include contractor UBI, E-Verify Declaration & Wage Compliance with submitted bid. The scope of services required to assist the City include, but are not limited to; site preparation, compaction, forming, placing, and finishing concrete. The city will handle all demolition and saw cutting as needed. The scope of work will also include installation of concrete sidewalks, concrete slabs, driveways, curbs, curb ramps, aprons, drainage inlets, and other formed concrete work. Some ancillary work may be required such as handrails, treads, and ADA warning strips installation. All work shall be done in accordance with ADA standards (Americans with Disability Act). Successful Vendors also may be asked to respond to the City's emergency needs by providing after hours concrete work. Services to be performed include the furnishing of all labor, materials, tools, equipment, supplies, services, tasks and incidental and customary work necessary to competently perform on-call Concrete maintenance and repair work at various locations throughout the City. It is the intent of the City of Washougal to identify and establish long term partnerships with highly qualified contractors. The purpose of the RFB is to award a contract that will guarantee response time and rates for the City. The contract will not guarantee a certain number of hours or annual sum paid. It is the intent of the City to establish a three-year contract with extension options at the City's discretion. The annual amount will not exceed $50,000.00. Either party can cancel the contract within 30 days of written notice, in accordance with the City's on-call contract provisions. Conditions & Requirements Rates: Quotes from Vendor will be firm prices not subject to increase during the term of the contractual agreement with the City. Vendor's quotes shall include any state and federal tax and employees' salaries, benefits, and overhead. Due to the influx price of steel the city will pay any difference in steel price over $100 per project. The Vendor will be responsible for turning in any receipts to show the increase in steel prices. Specifications Concrete Services The successful Bid will, at a minimum, provide the following to meet the specific needs of The City of Washougal. Contractor shall provide services for site preparation, compaction, forming and finishing concrete, installation of concrete sidewalks, concrete slabs, driveways, curbs, aprons, handrails, treads, ADA warning strips, and other formed concrete work. Provide trouble shooting, repair, installation and maintenance within the City of Washougal of concrete structures. Contractor shall provide the necessary workforce and materials to complete tasks. The city will pay for all concrete for the projects assigned. Contractor shall have access to their own tools and equipment. Contractor shall provide labor costs and equipment costs Contractor shall provide square foot cost for slab concrete Contractor shall provide linear footage costs for curb and gutter All debris must be removed upon completion of project, unless prior authorization is granted by City staff. No work shall commence under this contract without City approved Work Authorization. Work on private property will not be accepted without prior approval from City staff. Emergency response time. Mobilization within a 4-hour period, providing the necessary workforce and equipment that is required. Emergency on-call for after hours and weekends shall be a priority when evaluating Bids for these services Execution Curbs, gutters, sidewalks and curb ramps shall be constructed by the conventional use of forms. The Contractor shall replace removed concrete with the final improvements within fourteen (14) calendar days. Foul weather days will be given if they occur during the 14 calendar days.
