The North End Sewage Treatment Plant (NEWPCC) is the City of Winnipeg’s oldest and largest wastewater treatment plant. Three major projects are underway and/or planned to meet licence requirements, update end-of-life components, and expand capacity. The first project, Design-Build of Headworks Facilities, is underway. The second project, Progressive Design-Build of Biosolids Facilities, is underway. The third project, Nutrient Removal Facilities, is the subject of this Notice to Bidders. The Nutrient Removal Facilities will replace NEWPCC’s existing secondary treatment system, and will be located on a greenfield site immediately to the west of the existing plant. The new secondary treatment system will biologically remove nutrients from the wastewater with minimal chemical use. It is anticipated that a progressive design-build delivery model will be used to deliver the infrastructure.
