Reference Number 0000279709 Question Acceptance Deadline 2024/10/16 02:00:00 PM CDT The Scope of Work is presented in detail in Section 4.0 of this document. Within a Project Team environment, the Project Management Consultant (henceforth known as the "Project Manager") shall provide project management services to the First Nation and will ensure that the Project is completed to the approved design, schedule and budget. The Project Manager will perform the work outlined in a substantial, cost-effective, complete and professional manner. The Project Manager must furnish everything necessary for undertaking the work and shall not omit any details necessary for its proper performance and completion, even if specific mention of such details is not made in these Terms of Reference. It is expected that the Project Manager shall employ scientifically defensible, appropriate and most reliable project management practices. The Project Manager shall not submit, either directly or indirectly, a bid for a construction contract related to the Project. The Project Manager is defined as a person, firm or corporation with a successful record of providing project management services related to Architectural Projects to an approved scope of work, schedule and budget. The project management agency engaged for this work must hold a Certificate of Authorization issued by the Association of Professional Engineers and Geoscientists of Manitoba (EGM), a condition of which is holding professional liability insurance. In addition, the lead engineer assigned to this work must be registered or licensed to practice engineering with the EGM and attend all project meetings. Proof of the firm's Certificate of Authorization, the lead engineer's registration, and the firm's professional liability insurance are mandatory requirements for the Project Manager's proposal. The members of the Evaluation Team for this proposal shall consist of two (2) representatives from the Hollow Water First Nation and two (2) representatives from Indigenous Services Canada (ISC). Members of the team will be present at the opening of the proposals and undertake their review and rating as outlined in Section 9.0 and Appendix "A". The terms of a contract for this work will be negotiated with the Project Manager with the highest rated proposal. The contract will be between the Project Manager and the Hollow Water First Nation using ISC's CN-2 document, "Contracting for Professional Services by First Nations and Aboriginal The scope of work for this project is to provide project management services for the planning, design and construction of the proposed Hollow Water FNCFS Prevention Centre, Staff Accommodations and Transitional Spaces. Scope items include but are not limited to: Prepare performance specification and prepare the tender documents for the design builder. Assist and take part in the selection of the design builder for the project. Prepare an evaluation criteria for selection of design builder, ensure compliance with ISC tendering policies. Complete the ISC Environmental Review (ER), some parts of the process were completed as part of the feasibility study and the missing/additional components will be the responsibility of Project Manager to complete.
