The purpose of this RFP is to identify a high quality and experienced Contractor with expertise in financing, managing of Class A biosolids/Class A/B biosolids handling facilities, marketing the biosolids as well. The Authority owns and operates the Central Regional Wastewater System Treatment Plant ("CRWS" and or "Plant") located at 6500 Singleton Blvd. in Grand Prairie, Texas. The Plant has completed the commissioning of its Thermal Hydrolysis Process (THP) project. Overall construction activities of the project are anticipated to be completed by the end of 2024 yielding Class A biosolids. Class A/B biosolids will also be generated a portion of the year during equipment maintenance/downtime. The Authority wishes to land apply or market its Class A biosolids and Class A/B biosolids. The successful Proposer ("Contractor") will be required to provide a sustainable biosolids management and disposal program focusing on hauling and beneficial reuse or resource recovery for Class A biosolids and Class A/B biosolids. The proposed project scope is to load the Class A biosolids and Class A/B biosolids into trucks, either by road or rail, and to beneficially reuse the product. The biosolids management program should be a 5 - 7 day a week program which will continue to function in all types of weather conditions with little or no interruptions. The purpose of this RFP is to identify a high quality and experienced Contractor with expertise in financing, managing of Class A biosolids/Class A/B biosolids handling facilities, marketing the biosolids as well. Contractor shall clearly define in its proposal its Project approach, including work, supply and proposed contract structure. The Authority is open to consider Contractor recommendations and deviations from the approach described in this RFP. The Contractor shall conduct all of its operations so as not to interfere with the Plant operations and not interfere with the Plant's ability to comply with its permits or with applicable state or federal laws or regulations.
