Project Description: Project consists of a new wood-framed public park pavilion structure inclusive of restroom facilities and preparatory kitchen; site improvements inclusive of new accessible parking spaces and concrete walks. 1. Project cost range is anticipated to be under $500,000. F. Construction Contract: Bids will be received for the following Work: 1. General Contract (all trades). G. Funding from the Michigan Recreation Passport Grant program is being used for this project and relevant state or federal requirements apply. 1.2 BID SECURITY A. Bid security shall be submitted with each bid in the amount of five percent (5%) of the bid amount. No bids may be withdrawn for a period of sixty (60) days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities. 1.4 DOCUMENTS Viewing Procurement and Contracting Documents: Examine after October 2, 2024 at the locations below: 1. Architect's online bid portal; free-registration required to access all bidding documents as digital files available for downloading (no cost for access/downloading). 1.5 TIME OF COMPLETION A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. 1.6 BIDDER'S QUALIFICATIONS A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder. B. The contractor and all subcontractors must comply with all requirements of 1976 PA 453 (Elliott-Larsen Civil Rights Act), the 1976 PA 220 (Persons with Disabilities Civil Rights Act), and Executive Directive 2019-09, as amended. In accordance with these laws, all contracts the grantee enters into must contain a covenant by the contractor and any subcontractors not to discriminate against an employee or applicant for employment with respect to hire, tenure, terms, conditions, or privileges of employment, or a matter directly or indirectly related to employment, because of race, color, religion, national origin, age, sex, height, weight, marital status, partisan considerations, or a disability or genetic information that is unrelated to the individual's ability to perform the duties of a particular job or position. 1.7 NOTIFICATION A.
