The Authority is a regional wastewater treatment provider with a service area that includes all of Ocean County and the southern portion of Monmouth County. The Authority's service territory is divided into three Service Areas: Northern (NSA), Central (CSA) and Southern (SSA). Each Service Area has a wastewater treatment facility which are identified as the Northern Water Pollution Control Facility (NWPCF) located in Brick Township, Central Water Pollution Control Facility (CWPCF) located in Berkeley Township and Southern Water Pollution Control Facility (SWPCF) located in Stafford Township. The NWPCF and CWPCF each have a rated capacity of 32 MGD and the SWPCF has a rated capacity of 20 MGD. The Authority has a total of forty (40) pump and lift stations combined in all service areas: there are 8 in the NSA, 19 in the CSA, and 13 in the SSA. The NWPCF and CWPCF treatment plants are fed by34.5 kV, three phase, 60 Hz electric power from Jersey Central Power & Light (JCP&L), and the SWPCF is fed 12.5 kV three phase, 60 Hz electric power from Atlantic City Electric (ACE). At all three facilities, the 34.5 kV and 12.5 kV voltages are stepped down to 4.16 kV for some processes, and to 480/277 V for most others. The distribution systems at each treatment plant include transformers, disconnects, fused switches, switchgear, breakers, motor control centers and panelboards. Each plant also has diesel-fired generators as the NJDEP-mandated secondary power source. The generator systems at Central and Southern treatment plants are centrally located in generator buildings, parallel-operating gensets connected to a common bus, whereas the Northern treatment plant has diesel-fired generators distributed throughout the plant site as the NJDEP-mandated secondary power source for individual plant processes. Additionally, all three plants have cogeneration engines that use biogas (methane from mesophilic digestion) as the fuel source. RFQ notes: An original and five (5) copies, as well as an electronic (pdf) copy, of your response to this RFQ must be submitted for your response to be deemed complete. The Ocean County Utilities Authority (Authority) is requesting qualifications and statement of interest (QSOI) packages from Electrical Contracting firms, licensed and qualified to practice in the State of New Jersey, to provide on-call electrical system repair services for Authority Medium and Low Voltage electrical systems and equipment. The on-call service shall include, but not be limited to, responding in a timely fashion to Authority low or medium voltage electrical system failures or problems at any of the Authority's three (3) wastewater treatment facilities or 40 pump/lift stations, identifying the problem, providing solutions with cost estimates to address the issues, making repairs, and after repairs are complete, providing failure analysis and repair reports. The successful firm must have a minimum of ten (10) years' experience performing emergency and/or on-call electrical system repairs for New Jersey public entities. This Request for Qualifications (RFQ) is being issued, and an agreement will be awarded under the "Fair and Open" process pursuant to New Jersey Local Unit "Pay To Play" Law, Chapter 19, P.L. 2004 (as amended by P.L. 2005, c.51), N.J.S.A. 19:44A-20.4 et seq. All firms / individuals submitting a QSOI package are advised of the responsibility to file an annual disclosure statement on political contributions with the New Jersey Election Law Enforcement Commission pursuant to N.J.S.A. 19:44A-20.13 (P.L. 2005, c.271, s.3) if the firm / individual receives contracts in excess of $50,000 from public entities in a calendar year. It is the firm's / individual's responsibility to determine if filing is necessary. The contract between the Authority and the successful firm may be extended for a period of one (1) year with the concurrence of both parties. The award of this contract is subject to the ten (10) day review period provided by S763, N.J.S.A 40:14B-14. The Ocean County Utilities Authority reserves the right to reject any or all submittals, or to waive any informality in the submittals and to accept any submittal deemed in the best interest of the Authority.
