Demolition, site work, paving and new construction of a civil project in Waverly, Iowa. Completed plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; and water / sewer project.

As of November 6, 2024 project was awarded to Taylor Construction, Inc., awarded amount is $931,588.35. The project limits extend end to end of the bridge approaches including trail tie-ins as shown in the plans. The project includes the replacement of the existing bridges at three locations; Prairie Run, Slemmons Run, and Cemetery Run and installation of fence at Baskins Creek. The existing bridges are timber stringer superstructure with timber deck and HMA riding surface and timber pile bent substructure. Prairie Run and Slemmons Run will be replaced with Pretensioned Prestressed Concrete Beam Bridges and Cemetery Run will be replaced with Reinforced Concrete Pipe. Removal of Existing Bridge 3 LS Mobilization 3 LS (each site) Excavation 766.5 CY Structural Concrete 184.3 CY Reinforcing Steel 33,429 LB Beams, PPC, BTB85 2 EACH Beams, PPC, BTE140 2 EACH Structural Steel 1,433.1 LB Piles, HP 10x57 1,175 LF Revetment, Class E 320.9 TON Chain Link Fence, 48in. Height 662 LF Clearing and Grubbing 1.2 ACRE Safety Closure 6 EACH Bridge Approach Pavement 96.7 SY Macadam Stone Base 252 TON Aprons, Concrete, 72in. Diameter 2 EACH Culvert, Concrete Roadway Pipe, 72in. Diameter 36 LF Removal of Recreational Trail 264.1 SY Recreational Trail, PCC 272.0 SY Traffic Control 1 LS Temporary Construction Driveway 1 LS Perimeter and Slope Sediment Control Device 664.2 LF All bids must be filed with the Public Works Director on or before the time herein set. All bids shall be made on forms furnished by the City, and must be enclosed in a separate sealed envelope and plainly identified. Each bid shall be accompanied by a bid bond, certified check, cashier's check or a Certified Share Draft in a separate sealed envelope in an amount equal to ten percent (10%) of the total amount bid. If Bid Bond is submitted, it must be on the form provided with the Contract Documents. The Certified Check, Cashier's Check or Certified Share Draft shall be drawn on a bank or a Credit Union in Iowa or a bank or Credit Union chartered under the laws of the United States of America, which Certified Checks, Cashier's Checks or Certified Share Drafts shall be made payable to the Treasurer of the City as security that if awarded a contract, the Bidder will enter into a contract at the prices bid and furnish the required Performance and Payment Bonds and Certificate of Insurance. The Certified Check, Cashier's Check or Certified Share Draft may be cashed, or the Bid Bond forfeited and the proceeds retained as liquidated damages if the Bidder fails to execute a contract or file acceptable Performance and Payment Bonds or provide an acceptable Certificate of Insurance within ten (10) days after the acceptance of his proposal by resolution of the Council. No bidder may withdraw a proposal within thirty (30) days after the date set for opening bids. The checks of the unsuccessful bidders will be promptly returned to them after award of the Contract. The method of construction of all improvements shall be by contract in accordance with the Plans and Specifications and general stipulations for said improvements approved by the City Council. The successful Bidder will be required to furnish a corporate surety bond in an amount equal to one hundred percent (100%) of the contract price, said Bond to be issued by a responsible surety approved by the City and authorized to do business in the State of Iowa, and shall guarantee the faithful performance of the contract and the terms and conditions therein contained and the maintenance of said improvements in good repair for not less Two (2) years from the time of acceptance of the improvements by the City. The successful bidder shall also be required to provide Payment Bond as provided in the Specifications. The work under the proposed contract shall be commenced within fifteen (15) days after issuance of the "Notice to Proceed" and shall be completed within 130 working days with a late start date of April 1, 2025. Free Winter Work will be allowed. The City hereby reserves the right to reject any or all bids and to waive informalities and irregularities as it may deem to be for the best interests of the City.
