for furnishing Construction Manager/General Contractor (CMGC) services to the State of Idaho. It is recommended that responders to this RFQ check this page prior to making their submittal. Project will be funded by the Agency, SDE. The Division of Public Works (DPW) will administer the project according to the terms and conditions of the award, State laws and guidelines. The CMGC will receive general instructions through the State. A Project Manager from DPW has been assigned to serve as project manager and liaison between the Department of Administration, the Agency, and the CMGC team. The CMGC shall warrant the following: not knowingly hire or engage any illegal aliens or persons not authorized to work in the United States as required by Title 67, Chapter 79, Idaho Code. The CMGC shall take steps to verify that it does not hire or engage any illegal aliens or persons not authorized to work in the United States; and that misrepresentation in this regard or any employment of persons not authorized to work in the United States constitutes a material breach and shall be cause for the imposition of monetary penalties and/or termination of any Contract resulting from this RFQ. DESCRIPTION OF PROJECT The scope of work is to remodel, update, and improve a majority of the 11,000 ft2 of office space used by the State Department of Education. The previous phase of work, Phase 1, consisted of upgrades to existing conference rooms, removing old and outdated equipment, and creating a secured entrance into the State Department of Education. Phase 2 of the work will consist of relocating hard wall offices and updating workstations to accommodate current employees. Goals of the design space are to allow for all 125 employees to remain together in a single location within the Len B. Jordan Building and still accommodate for future growth, update work areas and meeting rooms to align with the State of Idaho Office Space Allocation Standards, develop a culture that encourages engagement and collaboration through workspace design and combining two small breakrooms into a single larger breakroom, and improve employee health and wellbeing by creating a space that provides access to daylight and exterior views for most employees. Furniture for Phase 2 will be purchased and installed separately by the State Department of Education under a separate contract. CMGC will be required to facilitate and coordinate furniture installation with providing vendor. The anticipated schedule for Phase 2 is design through 2024, bidding Spring 2025, and construction in Summer 2025. Construction will consist of a phased approach in an occupied space, as no swing space is available, within the second floor of a multi-floor occupied building space. REQUIRED SERVICES The State of Idaho, through the Division of Public Works is requesting proposals for Construction Manager/General Contractor Services beginning with pre-construction services including the Design phases (Schematic Design, Design Development, and Construction Documents) through project construction, including the one-year period of correction following project completion. The Division of Public Works and the Agency are looking for a Construction Manager who will be a team player eager to work closely and in harmony with the DPW, SDE and the Design Team. The total construction budget is approximately $1,000,000. A complete construction cost estimate and construction schedule will be required following CMGC's review of the Design Development set of drawings and must be updated throughout the construction documents. The CMGC will be required to meet as needed, but not less than twice a month, with the Owner and DPW for the purpose of providing a report regarding the previous month's progress. Such meetings will: advise the team of projected project cost and related value engineering if needed; include critical path schedules, show funds expended in the completion of the project and specific accomplishments related to the completion of the project. The CMGC shall have an individual licensed as a Construction Manager through the Idaho Division of Occupational and Professional Licenses. Firms proposing for these services shall hold and maintain a certificate of authority for providing construction management services. Proof of this is required at the time of submission. The CMGC shall be licensed as a Public Works Licensed General Contractor with license class "Unlimited" by the State of Idaho and must be provided in submittal. The CMGC will be required to upload all documents to DPW's Owner's web-based project management system, Project mates. Documents may include, but are not limited to meeting minutes, sketches, diagrams, programming analysis, photographs relevant to the project, submittals, field reports, schedules, cost estimates, RFI's, close out documents, warranties, etc. The CMGC in conjunction with the design team shall keep in mind that during all phases, code compliance, energy efficiency, and building maintenance concerns should be incorporated into the design. The CMGC will be required to provide payment and performance bond or bonds in the amount of the total construction management contract. PROPOSAL CONTENT A. Cover Letter and Basic Qualifications: (10 Points Available) Include one (1) single sided page, with the primary point of contact email address and phone number with area code. The primary point of contract will be notified with the status of the RFQ process; failure to include the primary point of contact information may result in your firm being found nonresponsive. Provide the following information in the cover letter (no photos): 1. Firm name and the office location that will primarily serve this project. a. Firm located within the Boise Metropolitan Statistical Area (MSA). (3 points) b. There will be not points ifthe firm is outside the Boise MSA. 2. General company information (history, size, etc.) and resources available. (0-3 points) 3. Firm's experience for this project type. List project experience matching this project's type and scope completed by the firm in the past ten (10) years. Provide no more than three (3) examples. (0-3 points) 4. Acknowledgement of any addenda. (1 point) The Division of Public Works reserves the right to investigate the financial responsibility and past project management for the firm and/or consultants. Unfavorable responses regarding financial statements, bank references, interviews with past consultants, employees, creditors, or design professionals and /or consultants that were the cause of improperly managing a DPW project in the past seven years are grounds for rejection of RFQ submittal. B. Team Member Qualifications: (20 Points Available) Provide a description of the team's individual qualifications. Limit to half page for each person (photo of person is optional). Include only the following team members: 1. Project Manager 2. Project Engineer 3. Superintendent 4. Estimator The following information should be included for each person: 1. Name, title, years with the firm in their current role. (0 points if less than 2 years; 1 point for 3-5 years, 2 points for 6 or more years) 2. Education or experience. (2 points for a Bachelor of Construction Management, Architecture, or Engineering; 3 points for a graduate degree in Construction Management, Architecture, or Engineering). Education may be substituted with years of experience. (0 points if less than 3 years of experience; 1 point for 4-9 years; 2 points for 10 - 14 years; 3 points for 15 or more years) C. Technical Approach to Project: (20 Points Available) Describe your team's understanding and approach for the following items, 1 - 4, as related to DPW, SDE, and the specific project. Limit to 1,600 words (no photos). 1. Explain the proposed team's constructability reviews, value engineering process, and target value delivery. 2. Explain review of potential challenges, opportunities, as well as alternative concepts and methods for consideration. 3. Explain team's approach to determining highly qualified subs and prequalification measures taken before public bidding. 4. Explain the proposed team's quality control process and coordination review efforts through construction and close out. D. Examples of Work: (20 points available) Provide one (1) project example for each team member identified in criteria B above. Each example is weighted on a range of0 - 5 points. To score full points for the example, the project should be a phased project in an occupied project area within a multi-story building. Each example is limited to two (2) pages or a video. If using a video, provide a hyperlink or QR code on a single page, noting who the example is for. Video length should not be more than 2 minutes; it will be evaluated and scored on content. Provide the following information for the example: 1. Project name, location, square footage, Owner, and date of substantial completion (must have a substantial completion date within the past ten (10) years). 2. Short project summary with the person's role; include photo(s). 3. The final construction cost. E. Format: (5 points available) To assist evaluation, it is desirable to format the proposal similar to the headings listed above. The submittal should be clear and to the point, following the page length guidelines provided and not using a font size less than 11. Note: misspellings, grammatical errors, or comprehension issues could negatively impact the score. If information requested is not addressed in the numerical section or corresponding lettered subsection in which it is requested, points will NOT be awarded for those criteria. SUBMITTAL Submit five (5) bound copy of the submittal 8-1/2 x 11 format; one (1) USB drive containing a PDF of the submittal. EVALUATION | INITIAL RANKING | INTERVIEW PROCESS A selection committee consisting of two (2) people from DPW, two (2) people from the Agency, and an independent Design Professional/Contractor will evaluate and rank the teams deemed to be the most highly qualified to perform the required services. The initial ranking criteria will be weighted as indicated below and used to determine the teams selected for an interview, if deemed necessary. Interviews will not be held if the gap in points between the top ranked team and the subsequent team(s) exceeds the allowable interview points. The ranking process is accomplished in two steps: Initial Ranking based on the written submittal and Final Ranking based on an interview. The Selection Committee will score the written submittals based on the criteria. If interviews are conducted, the teams invited for an interview will be given content in the interview invitation. The remaining points will be awarded for the interview. If interviews are not conducted, then scores will be final based on the SOQ only. The Selection Committee may choose to interview any, all, or none of the respondents as may be in the best interest of the State. The names of all firms that submitted a Statement of Qualifications and the names, if any, selected for interview shall be public information. At the conclusion of the RFQ process, committee comments and evaluation scores, as well as contents of all Statement of Qualifications become public information. Firms not selected will be notified in writing after the conclusion of the selection process. The timeframe for the teams invited for an interview is approximately 45 minutes; 20 minutes for the presentation; 20 minutes for the selection committee's Q&A; and 5 minutes for the CMGC's closing comments. After interviewing the selected teams, the committee will rank the interviews to determine the final score. AWARD: Based on the results ofthe final proposals, DPW will recommend a course of action to the PBFAC at their next regularly scheduled meeting. If recommended, a notice of intent to negotiate will be issued by DPW. PROPOSED DATES: Oral Interviews (location TBD) Week of November 18, 2024 PBFAC Selection Approval December 3, 2024 Negotiate and Execute Contract December 2024 SELECTION The State will attempt to select a firm at the next scheduled Permanent Building Fund Advisory Council meeting. Upon selection of a firm, the State will issue a letter of intent. However, final award is contingent upon the successful negotiation of an Agreement. The contents of the submittal may be used in a legal contract or agreement. Proposers should be aware that methods and procedures proposed could become contractual obligations. The State reserves the right to reject any or all proposals received as a result of this request. The State may also negotiate separately with any source in any manner necessary to serve the best interests of the State of Idaho. Awards will be made based on submittals resulting from this request and subsequent interviews and associated ranking criteria noted above.
