Site work and paving for a mixed-use development in London, Ohio. Conceptual plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

The State intends to select an Architect/Engineering (A/E) team to provide design and construction administration services for a renovation project at the London Correctional Institution (LOCI). LOCI is in London, Ohio, and houses approximately 1,800 incarcerated persons in primarily dorm settings. The facility is approximately 100 years old. This Request for Qualifications (RFQ) is being issued to obtain Professional Architectural/Engineering (A/E) services for the design of asphalt replacement and site drainage improvements. The asphalt work will mostly consist of milling the existing asphalt and installing a 2" topcoat. There will be some full depth replacement areas that are the result of improper drainage or compaction. This project will also include some site drainage to ensure the longevity of the asphalt. The final deliverable will be stripping the parking lots and roadways. The selected A&E will complete a comprehensive survey/field investigation of the existing paving and drainage. The project scope will then be evaluated, prioritized, and defined/redefined to align with available project funds. Evaluation of the project schedule will also be a part of each design stage. All aspects of the project must comply with the Ohio Department of Rehabilitation & Corrections and OFCC policies and procedures. For projects advertised with an appropriately developed Program of Requirements ("POR"), upon award of the Agreement, commence with Design. For projects without such a POR, upon award of the Agreement, commence by developing the Program of Requirements. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner's project requirements. Participate in the Encouraging Diversity, Growth& Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, provide the following categories of services: Program Verification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support, Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types.
