Board of Trustees Community College District No. 505 - Parkland College will receive sealed stipulated sum proposals for the Parkland College Partial "X" Wing Electrical Upgrade - Phase 1. Qualified bidders may submit bids for project as described in this Document. Submit bids according to the Instructions to Bidders. B. Project Identification: Parkland College Partial X-Wing Electrical Upgrade - Phase 1. 1. Project Location: 2400 West Bradley Ave., Champaign, IL 61821 A. Project Description: Project consists of general work to include a new 2-hour rated electrical room in the X Wing Basement to replace existing electrical equipment located throughout the basement in mechanical and electrical and first floor BSW rooms and mechanical/electrical chases. Electrical work to include removal and replacement of selected existing electrical distribution equipment including a new switchboard, panelboards, transformers and feeders. Mechanical work will include relocation of equipment in the vicinity of the new electrical room and conditioning of the new electrical room. Technology work will consist of an extension of the existing door security system for the new electrical room in the Basement. Fire alarm work will consist of relocating existing devices and installation of new devices. 1. Construction cost range is anticipated to be under $1,200,000. B. Construction Contract: The project will be constructed under a single Prime contract. C. Taxes: This project is tax-exempt. D. Prevailing Wages: The Contractor shall pay or cause to be paid not less than the prevailing rates of wages as found by the Owner or the Illinois Department of Labor or as determined by the Court on Review to all laborers, workmen and mechanics engaged in the Work. The Contractor shall be responsible for notifying all Subcontractors of this requirement, the prevailing rates, and any revisions thereto. Pursuant to Public Act 86-799, current prevailing rates of wages are included in the Contract Documents. The Board of Trustees reserves the right to reject any or all bids or any part thereof, to waive any informalities and irregularities in the bidding and to accept the bids deemed most favorable to their interest, after all bids have been examined and evaluated. A. A bid bond, bank draft, or certified check made payable to the Board of Trustees Community College District No. 505 - Parkland College in the amount of ten percent (10%) of the Base Bid proposal shall accompany each bid as a guarantee that the Bidder, if awarded the Contract, will furnish satisfactory Performance Bond, Labor and Material Payment Bond, in the amount of one hundred percent (100%) of the contract sum, execute the Contract and proceed with the Work. Upon failure to do so, he shall forfeit the deposit or amount of bid bond as liquidated damages, and no mistakes or errors on the part of the Bidder will excuse the Bidder or entitle him to a return of the deposit or bid bond. No Bidder may withdraw his bid for a period of 45 days after the date of opening thereof. The bid bonds or checks will, with the exception of those of the three lowest bidders, be returned seven days after the opening of bids and the remaining checks or bid bonds will be returned when the Contract is executed and bond provided. Subcontractors and suppliers are encouraged to obtain plans through General Contractors although additional sets will be available at the cost of printing. Contractors are required to order documents online or send a written request. When requesting documents, identify the contract or trade you are bidding. General Contractors who do not submit a bid will forfeit their drawing deposit. Additional shipping charges will apply. A. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. B. The successful bidders will be required to furnish a Performance Bond, separate Labor and Material Payment Bond, and Insurance in form and Surety as specified and in the full amount of the contracts. Cost of such bonds shall be included in the Bidder's Proposal. Work can begin after the Notice to Award is issued which is anticipated to be September 19, 2024 after Board approval of the bids. All work is to be coordinated with the Owner and in a manner consistent with the progress schedule as approved by the Owner.
