OWNER - The City of Marengo acting through its City Council, hereby gives notice that bids will be received by the Office of the City Clerk for the following described projects. PROJECT - This project consists of the extension of public sanitary sewer and water main along US 20 (Grant Highway), Meyer Road, Pleasant Grove Road and IL Route 23 in the City of Marengo. Specifically, the scope of work includes approximately 3.3 miles of 12-inch diameter water main, 3.0 miles of 12-inch diameter gravity sanitary sewer, 1.0 mile of 8-inch diameter sanitary force main, lift station, tree removals, clearing & grubbing, along with other ancillary improvements. Open-cut and horizontal directional drilling installations shall be allowed at certain locations and for certain improvements. This project is being financed with funds from the IL Department of Commerce and Economic Opportunity (DCEO) and supported, in whole or in part, by federal award number SLT-3381 awarded to the State of Illinois by the U.S. Department of the Treasury. Bids will be received on the following contract(s):CONTRACT A | WATER MAIN & SANITARY SEWER EXTENSION CONTRACT B | WATER MAIN & SANITARY SEWER EXTENSION CONTRACT C | WATER MAIN & SANITARY SEWER EXTENSION TIME Bids shall be sealed and shall have the name and address of the contractor and the contract for which the Bid is being submitted on the outside of the envelope. All contractors shall bid in accordance with and upon the Bid forms included in the contract documents. BID SECURITY - No Bid shall be received unless accompanied by a Certified Check or satisfactory Bid Bond payable to the City of Marengo in an amount not less than ten percent 10% of the maximum Bid as a guarantee that, if the Bid is accepted, the Bidder will execute and file the Contract, Performance/Payment Bonds and Insurance Certification, as required by the Contract Documents, within ten (10) days after the Notice of Award. BID REJECTION - The OWNER reserves the right to reject any and all Bids, waive any informalities in Bidding or to accept the Bid or Bids which best serves the interests of the City of Marengo. WITHDRAWAL OF BIDS - No Bid shall be withdrawn for a period of 90-days after the scheduled opening without the consent of the OWNER. SUBSTANCE ABUSE POLICY - All CONTRACTORS shall be subject to the provisions of PA-95-0635 and shall be required to provide a copy of their Substance Abuse Policy to the City of Marengo.
