The project consists of renovating the existing community building which contains a clinic for the Cattaraugus County Health Dept as well as offices for the Salamanca Housing Authority. The work shall consist of modifications to the building entrance vestibules, updating the clinic layout and renovating the public restrooms. The minimum wage rates to be paid to laborers and mechanics engaged in the construction of this project shall be the latest residential wage rates established by the Secretary of Labor and the State of New York.The Seneca Nation of Indians has enacted the Tribal Employment Rights Ordinance requiring all employers to address Indian preference in contracting, subcontracting, employment, and training on projects that take place within the exterior boundaries of the Allegany, Cattaraugus, and Oil Spring Reservations. A Compliance Plan addressing contracting, subcontracting, employment, and training must be negotiated with the Tribal Employment Rights Office (TERO) prior to commencing work on the reservations. In addition, there is a fee of 5% on contracts that are $50,000 or more. This fee applies to the gross contract amount and is payable when the Compliance Plan is negotiated.
