Site work for a water / sewer project in Grand Forks, North Dakota. Completed plans call for site work for a water / sewer project.

Question Deadline 10/18/2024 Questions received less than ten (10) days prior to the date for opening of Bids may not be answered. The Work is comprised of three(3) Contracts: Contract No. 1 - General and Mechanical Construction; Contract No. 2 - Electrical Construction; and Contract No. 3 - Combined General, Mechanical, and Electrical Construction. Individual Bids will be received for each Contract as well as Contract No. 3 - Combined General, Mechanical, and Electrical Construction which is a combined Bid for Contracts 1 and 2. The Owner will not accept a Contract No. 3 Bid unless that Bid is lower than the combined total of the lowest best Bids for Contracts1 and 2. The scope of Work generally consists of furnishing and installing the following: Contract No. 1: General & Mechanical Construction: Work generally includes the demolition and replacement of an existing wastewater lift station. The existing lift station to be removed is an approximately 7' diameter carbon steel structure buried below grade extending down approximately 25-30'. It consists of a combined wet well/dry well structure with 2 pumps and associated valves, electrical supply, and instrumentation. The new lift station to be constructed will consist of a pre-cast concrete wet well 8' diameter and 23' deep and a pre-cast dry well 8' diameter and 10' deep. There will be 2 submersible pumps in the wet well along with level switches. The dry well will contain check valves, isolation valves, and an air-release valve. Additional items include all process and site piping, access hatches, and site restoration. Refer to project drawings and specifications for the full scope of work. Contract No. 2: Electrical Construction: Work generally includes removal and replacement of the following: site electrical supply, power and controls to 2 submersible pumps, wet well level sensors, communications, instrumentation, and control panel. Refer to project drawings and specifications for the full scope of work. Contract No. 3: Combined General, Mechanical, & Electrical Construction: Work generally consists of all construction required to fully complete the Project as generally described for Contracts No. 1, and No. 2. All Bids shall be prepared according to Section 00 21 13 Instructions to Bidders contained within the Project Manual. Each Bid shall be accompanied by a separate envelope containing a Bid Security in the form of a Bidder's Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of North Dakota, payable to the City of Cavalier, in a sum equal to five percent (5%) of the full amount of the Bid. A certified check in lieu of a surety company in the amount of 5% of the total project cost will not be accepted. This is to serve as a guarantee that the successful Bidder will enter into a Contract within fifteen (15) days of Notice of Award, in accordance with the terms of the principal's Bid and Contractor's Bond as required by law and regulations and determinations of City of Cavalier for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. The requirements for Bidders and Contractors under this regulation concern utilization of Minority Business Enterprises (MBE), Women's Business Enterprises (WBE), and Small Business Enterprises (SBE) and are explained in the specifications. The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project. To demonstrate a good faith effort to comply, bidders must include the MBE/WBE subcontractor solicitation form in the bid package. The Owner reserves the right to reject any or all Bids, to waive irregularities and informalities, and further reserves the right to award the Contract in the best interests of the Owner. The Owner reserves the right to hold the three (3) low Bids for a period of sixty (60) days after the date of the Bid opening to complete financial arrangements. ***Document Note: The Bidding Documents are available in the form of printed plans and specifications and/or PDF flash drives from Advanced Engineering and Environmental Services, LLC. The costs are $40.00 for flash drives and $300.00 for printed documents, for each set of Documents obtained. Payment for Bidding Documents is NON-REFUNDABLE.
