The Los Angeles Department of Building and Safety (LADBS) is seeking dedicated experts in the field of engineering research and analysis to expeditiously conduct studies related to structural engineering processes at LADBS. The consulting services provided by these industry experts will provide LADBS with solutions for streamlining various ordinance and programs, including but not limited to, seismic retrofitting and Adaptive Reuse, particularly in reference to Los Angeles Existing Building Code (LAEBC) 506.5.3. Additionally, the Contractor will review City of Los Angeles policies and ordinance(s) related to the conversion of commercial buildings to residential use ("Adaptive Reuse") and related topics to develop strategies, frameworks, related ordinance changes, implementation plans, and other measures, to maximize affordable housing production opportunities within the City's stock of underutilized commercial buildings while maintaining structural and seismic integrity. The current regulatory framework in the City, while intentioned to maximize public safety, may pose barriers to the attainable production of affordable housing due to concerns of seismic resilience within the City's building infrastructure. The consultant's research would review, among other considerations, the feasibility of establishing a less onerous, but still adequate, seismic safety requirement in the pursuit of Adaptive Reuse opportunities.
