The Project includes the following Work: Constructing approximately 1,700 L.F. of new 12" pipeline east from the intersection of Pheba Avenue and Hwy 1806 to existing Pheba Avenue. The project consists of pipe size, material, pressure class, and appurtenances as required by the Project Drawings, Specifications, and Contract Documents. The project is located in the City of Fort Pierre, Stanley County, South Dakota. A Bid must be accompanied by Bid security made payable to Owner in the amount of ten (10) percent of Bidder's maximum Bid Price (determined by adding the base bid and all alternates) in the form of a Bid bond (on the form included in the Bidding Documents) issued by a surety meeting the requirements of Paragraphs 6.01 and 6.02 of the General Conditions or by a certified check or bank money order payable to the Owner in the amount of five (5) percent of the Bidders maximum bid price. Owner reserves the right to reject any and all Bids. Award, if made, shall be to the lowest responsible Bidder whose Bid is responsive to the invitation. The Owner may reject a Bid as nonresponsive if the prices bid are materially unbalanced between the line items or subline items. A Bid is materially unbalanced when it is based on prices significantly less than the cost for some work and prices which are significantly overstated in relation to cost for other work, and if there is a reasonable doubt that the bid will result in the lowest overall cost to the Owner even though it may be the low evaluated bid, or if it is so unbalanced as to be tantamount to allowing advance payment. The Owner also reserved the right to waive all information not involving price, time or changes in the Goods and Special Services, and to negotiate contract terms with Successful Bidder.
