Construction Services for replacement of electrical equipment at the SE Steam Plant, located adjacent to the Twin Cities campus. Refer to the Request for Proposal documents (found in the Attachments tab) for full project details/requirements. You may also consider reaching out to the Office of Supplier Diversity. The SE Steam Plant (SEP) is one of the sources of steam to the University of Minnesota east and west bank campuses. SEP houses decommissioned coal fired boilers, dual fuel package boilers, a circulating fluidized bed (CFB) boiler, and a 16.4 MW backpressure steam driven turbine generator that is currently out of service. SEP is owned by the University of Minnesota, but operated under a third party contract. Management of the third party contract and coordination of operations is performed within the university FM Energy Management department. The third party is responsible for maintaining reliable operations, maintenance, safety and security of the facility. SEP is fed by one Xcel feeder (MST78) operating at 13,800 volts and a second University source (MHP-13) originating at the University owned Main Energy Plant. Both services terminate on a 15 kV main-tie-tie-main switchgear lineup in Vault A, which is located inside the plant. Vault A distributes electricity at 13.8 kV to five (5) step down transformers within the plant - two of those step down transformers (TR-104 and TR-105) reside in vault B. Both transformers in vault B have two close-coupled 15 kV air insulated switches allowing either transformer to be connected to either source (the 52-2 and 52-5 breakers in vault A). There is no existing secondary tie between the two switchboards; however, there is a tie from a switchboard lineup in vault A to the 104 lineup, which will be re-established with the new design. The switchboards serve plant operational loads through MCCs and panel boards, as well as the electric fire pumps and jockey pump in the plant. Vault C is fed from vault B and houses electrical distribution and operation equipment. A majority of the equipment and their associated equipment pads will be demolished and not be replaced since it serves decommissioned boilers. Vault C scope is an add alternate as defined in the design documents. The scope of Work is based on attached Construction Documents. The improvements will require a temporary service to be constructed allowing the plant to remain operational. Timing for construction activities will be crucial to document and prepare for as the vaults serve boilers needed to operate during the winter months. Sizing of the temporary service will be determined by time of year and duration of construction, requiring the contractor to work closely with the design team and third party operator to build realistic schedules and understand impacts to the plant operations Question Cut Off Date 10/23/2024 12:00:00 PM (CT)
