Questions Due: October 10, 2024 by 5:00 PM Request for Proposal (RFP) for Asbestos Abatement Services October 1, 2024 Section One: General Information The TEGRA GROUP has been retained by Turner County (Owner) to provide Owner Representation for a proposed new county courthouse in Turner County, South Dakota. Turner County, hereinafter referred to as the Owner, is issuing this Request for Proposal (RFP) to solicit proposals from qualified contractors for asbestos abatement services at the Turner County Courthouse. The selected contractor will be responsible for the safe removal, transportation, and disposal of asbestos-containing materials (ACM) in accordance with federal, state, and local regulations. Section Two: Project Overview The asbestos abatement project will take place at 400 S. Main St., Parker, SD 57053. The primary goal is to remove ACMs in the most efficient, safe, and compliant manner while minimizing disruption to normal operations. Completed work will result in a facility that is ready for demolition. The scope of work includes but is not limited to: Identification of asbestos-containing materials (if not pre-identified) Proper containment, removal, and disposal of asbestos materials Post-abatement air monitoring and clearance testing Compliance with all applicable safety and environmental regulations Section Three: Scope of Work The contractor will be responsible for the following tasks: Pre-Abatement Activities: Review of asbestos survey reports and perform additional testing, if necessary. Development and submission of a site-specific abatement work plan. Obtain necessary permits and approvals. Notification to regulatory agencies, as required by law. Abatement Activities: Preparation of the site, including containment and ventilation setup. Removal of identified ACMs in accordance with the abatement plan. Proper handling, packaging, and disposal of ACMs at an approved facility. Daily site cleaning and decontamination. Post-Abatement Activities: Conduct clearance air testing and provide reports. Dismantling of containment areas and site restoration. Final clearance report submission to the Owner. Section Four: Qualifications To be considered for this project, the contractor must meet the following qualifications: Licensed asbestos abatement contractor with South Dakota credentials. Demonstrated knowledge of federal, state, and local asbestos regulations, including OSHA, EPA, and NESHAP standards. Experience with similar projects. Comprehensive insurance coverage, including liability and workers compensation.
