The Douglasville – Douglas County Water and Sewer Authority (the “Authority”) is soliciting competitive sealed bids from qualified contractors for the performance of the Hospital Drive Stormwater Improvement Project (Location 2 - Phase 2) (the “Project”), as more fully described in the Invitation for Bids. The scope of work includes the provision by the Contractor of all labor, materials, equipment, tools, transportation, and supplies necessary to complete the work. The Project will be “turn key” and require minimal involvement of Authority personnel. The work to be performed shall include a design build submittal by a contractor with helical pier experience. The scope includes both the design and installation of helical piers, along with underpinning brackets, placed every 6’-8’ as specified by the structural engineer. This stated installation is required along the north side of the building for the full length of the slab on 8490 Hospital Drive and the full length of the slab on the south side of the building at 8480 Hospital Drive. After the helical piers have been installed, the upper three feet of soil along the project and between the buildings shall be excavated and recompacted. Suitable fill material shall be placed in a maximum of 8” lifts. Any voids encountered in the area between or under the buildings on the 8480 and 8490 Hospital Drive properties shall be filled with structural fill, grout, or other suitable material. The Contractor shall coordinate with the engineer to determine the appropriate material for this purpose. The Project site is located within the City of Douglasville, Douglas County. Appendix A contains the geotechnical report. Appendix B, containing sheets 1, 3, and 6 from the Hospital Drive Stormwater Improvement Project (Location 2 – Phase 1 and 2) plans, prepared by RINDT, Inc., Meg Mbugua, dated September 16, 2024, provides additional information regarding the Project scope. Both Appendices are attached and contain more detailed information on the Project scope. All work will be performed within Authority easements and/or inside public right of way. All anticipated rights of way and easements required for the Project have been obtained. All anticipated federal, state, and local permits required for the Project have been obtained. All prospective bidders must hold a current Georgia Utility Contractors License and be on, or promptly qualify for inclusion on, the Authority’s Approved Contractor List, without restriction or probationary status. All bids must be accompanied by adequate bid security (certified check, bid bond, or irrevocable letter of credit) drawn in favor of the Authority and in the amount of five percent (5%) of the total bid price, which shall be subject to forfeiture as liquidated damages in the event that the bid be accepted and the bidder fail to promptly enter into the proposed contract for performance of the Project with the Authority. Award may be made to the lowest responsible and responsive bidder; however, the Authority reserves the right to reject all bids or any bid that is nonresponsive or submitted by a nonresponsible bidder. The Authority further reserves the right to waive technicalities and informalities in the Invitation for Bids and bids submitted.
