PHA is inviting price competitive Proposals from Construction Managers (CM) retained under Solicitation No. P-005346 with demonstrated experience in Construction Management Services including the oversight of demolition, design, permits, and construction. Questions Due Date: Nov 22nd 2024, 11:00 AM EST Deadline to submit Questions electronically. The PHA International Market shall be located on parcels of land currently owned by the Philadelphia Housing Authority (PHA). These parcels are all situated on a block of land in the Cecil B. Moore neighborhood of Philadelphia. The largest property is bound by a 32-foot wide right of way, (former Redner Street) to the south, North 21st Street to the west, West Oxford Street to the north and North 20th Street to the east. The site includes property north of the 32 foot right of way (formerly Redner Street) between North 20th and 21st Streets, with a row of existing housing units fronting on West Oxford Street defining the northern edge of the site The main parcel bounded by West Oxford Street, North 21st Street and the 32 foot right of way (formerly Redner Street) shall host the principal construction. The proposed construction shall consist of a two -story commercial building with approximately 10,827 square foot footprint on the ground floor and 3,704 square feet on the 2nd floor. Also included on this parcel is outdoor dining space of approximately 476 square feet on the ground floor, 1,276 square feet on the 2nd floor and outdoor vendor sales areas located along the east side of the building from West Oxford Street to the 32 foot right of way (formerly Redner St.) and along the north side of the 32 foot right of way (formerly Redner St.) Public/customer off-street parking will be provided along the north side of the 32 foot right of way (formerly Redner St.) and the existing adjacent parking lot and parking garage. PHA intends to utilize the PHA Garage and adjacent parking lot to satisfy the parking requirements of the Philadelphia Zoning Code. Pre-construction activities will generally include debris removal and remediation of recognized environmental conditions on-site. 2. Structure: The proposed construction shall consist of a 2-story commercial use building with a gross enclosed area of approximately 14,531 square feet on a lot size of approximately 22,605 square feet. The building facade shall have a brick, Hardie board, metal panel facade and smooth faced CMU water table. The exterior appearance shall respond to the surrounding PHA developments and be contemporary in design. 3. Uses: The ground floor shall comprise a market area of approximately 4,981 square feet and a tenant space of approximately 5,846 square feet for the PA Liquor Control Board (PLCB) Wine and Spirit Store. The market area shall provide an entry lobby with a monumental stair and elevator access to the second floor. The market area shall also accommodate approximately nine (9) food vendors, outdoor dining area, restrooms and back of house (BOH) facilities, e.g., trash, electrical and mechanical rooms. Add Alternate: Provide a basement of approximately 574 square feet to house a mechanical room (See Exhibit "A"). The second floor shall accommodate a restaurant of approximately 3,704 square feet with an outdoor dining area of approximately 1,279 square feet. Add Alternate: Shading devices, e.g., pergolas and/or umbrellas at the outdoor dining areas on the ground and second floors
