We recently discussed their favorites, and I was pleased to see that several of the top choices are located on the edges of the community where housing growth is rapid. They are also dispersed evenly between north and south and east and west. Without getting too much into the details of how parks are planned, it isn’t a coincidence that new and renovated parks are dispersed throughout Bend and in places that are expected to grow in numbers and density. It’s part of the plan to serve many households with parks and trails within close proximity to home.  Here are a few park picks if you are looking to explore this fall: Manzanita Ridge Park (West) Our newest park, opened in October, is 3.5-acre Manzanita Ridge Park in the Shevlin West neighborhood in northwest Bend. It features a playground, open lawn, seating areas and picnic facilities, shade shelter, soft surface and paved trails and ADA-designated street parking.  A unique highlight of the park, a large beaver play structure constructed of logs is already a favorite for all ages, including avid Duck fans like me. Running adjacent to the park, a district-owned natural area features the soft-surface Manzanita Ridge Park Connector Trail that runs from the park’s north end to the Manzanita Trail, the Shevlin Park trails system and Discovery Park. There are also lounge chairs for viewing the night sky, which is a first for the park district.  _____________________________ Project includes construction of a neighborhood park & the work includes constructing open lawn, picnic & gathering space, play area & play surfacing, paved path & soft surface trails, landscaping & irrigation. Estimate Low:$1,236,524. DEMOLITION A This work shall include all work necessary to construct the park per the drawings and specifications. B. Caution shall be used at areas adjacent to existing park and landscape features, minimum limits shall be used at perimeter areas to avoid disruption to the existing landscape and hardscape areas. The contractor shall be responsible to repair and replace any and all damage done to adjacent areas, including existing natural areas; all repairs shall be completed to the satisfaction of the District. C. The contractor shall maintain adequate erosion control measures, as well as temporary access control to the site at all times during the construction period. Temporary access control shall be by construction fencing made of chain link, and a minimum of 6'-0" in height. The site shall be secured by padlock when active work is not being done. Manzanita ridge Park can be an actively used site by members of the general public; it shall be the contractor's responsibility to protect the construction zone from the public during the construction period. No bid shall be received or considered unless the bidder is licensed by the Oregon Construction Contractors Board, or by the Oregon Landscape Contractors Board, as applicable, as required by ORS 671.530 e. BID SECURITY. A. Each bid must be accompanied by a bid security of five percent (5%) of the amount bid. (For the purpose of this provision, the amount of the bid shall be the base bid, only.) The bid security must be payable to the District in lawful money of the United States, in the form of a cashier's check, certified check, or an irrevocable letter of credit issued by an insured institution as defined in ORS 706.008. In the alternative, the bid security may be in the form of a bid bond executed by a surety company authorized to do business in the State of Oregon and acceptable to the District. The District may retain the bid security of any bidder for the entire duration of the period in which the bid is irrevocable and open for acceptance. Should the District award the Contract to the bidder, and should the bidder refuse or be unable to execute the Contract and promptly return it with any required performance bond, payment bond and any required proof of insurance, the District shall be entitled to the total amount of the bid security as liquidated damages and not as a penalty. PERFORMANCE BOND AND PAYMENT BONDS; INSURANCE. A. The successful bidder shall file with the District, at the time of execution of the Contract, a Performance Bond and a Payment Bond, each of not less than the Contract price, on the forms furnished by the District. The Surety Company furnishing this bond shall have al sound financial standing and a record of service satisfactory to the District, and shall be authorized to do business in the State of Oregon. Alternatively, the Contractor may file cash, or a certified or cashier's check made payable to District in lieu of all or a portion of the Performance Bond. In addition, the successful bidder shall submit certificates evidencing insurance coverage required by the Contract. A Technical questions regarding the project, or requests for clarification or change, should be directed to Jason Powell, at 541-706-6158 and must be received at least five 5 days prior to Bid Date and Time. The District may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause all bids upon a finding of the District that it is in the public interest to do so.
