Renovation of a municipal facility in Columbus, Ohio. Conceptual plans call for the renovation of a 5,000-square-foot municipal facility.

The Ohio Department of Health supported by the Department of Real Estate and Planning desires to renovate roughly 5,000 SF of the southwest corner of the first floor of the 246 North High building, located in Downtown Columbus, into a new 200-person training center/large conference center space. The conference room will be outfitted with a modern technology package including various monitors, speakers, microphones and a MS Teams integration package. There will be a welcome center area and innovation rooms within the renovation area as part of the project. The current occupancy for the location is first floor office, the A/E will need to determine the impact of changing to the assembly type space and then verify the structural capacity of the structural systems affected. A new family restroom with adult changing table will be part of the project (to be provided elsewhere on the first floor). Based on the increased occupancy load and considering the new family restroom, determine if additional restroom capacity is needed and, if so, design of additional restrooms will be included. All other work needed to create a code compliant, innovative and functional renovation of the space will be required, including but not limited to: ADA review and required upgrades, MEP modifications, egress modifications, interior design, etc. The Real Estate and Planning division of the Department of Administrative Services will be the owner of the project and will provide design intent plans for the use of the A/E which will have an initial POR, demolition, and new layout plans; however, it will be the AOR's responsibility to further develop the conceptual plans and transform them into a biddable, permittable and constructible construction documents. Furniture and furniture layouts will be provided by the owner, however the AE will be required to design the power and data connections for the furniture (Cubicles, etc.). The building as a whole has undergone significant restoration over the past 20 years including hazardous material abatement. The A/E services will be performed in two phases. Commencement of Phase 2 will be determined by the deliverables from Phase 1. The scopes of the phases are as follows: Phase 1: Upon award of the Agreement, the initial study phase will commence with the Architect/Engineer ("A/E") reviewing DAS Real Estate & Planning's design intent plans for the new build out, performing the building and site analysis (including but not limited to restroom capacity concerns, possible HVAC/MEP modifications, possible occupancy changes and associated structural modifications, ADA upgrades, egress analysis and possible upgrades), and providing conceptual design alternatives with renderings. Based on the results of the building analysis and final conceptual design/POR, develop an accurate construction cost estimate and project schedule duration. The overall intent of Phase 1 is to determine feasibility of the project. If the project is determined to be feasible, Phase 2 services will be authorized. Phase 2: The selected A/E will be engaged as the A/E of record for the project. Work will include Schematic Design, Design Development, Construction Documents, Permitting, Bid and Award Support, Conformed Documents, Construction Administration, Close-out Support, and Additional Services as defined below and as negotiated at the time of engagement of the Phase 2 services.
