The scope consists of widening portions of paved shoulders; roadway reconstructing and resurfacing; installing, replacing, and adjusting guardrails; installing and replacing signage and pavement marking; grading a parking area with gravel; realigning irrigation ditch; stabilizing roadside embankment. constructing temporary staging areas; installing temporary Best Management Practices and erosion control measures. The estimated cost of construction is between $25,000,000 and $30,000,000. All Request for Information (RFI) questions and Substitution Requests shall be submitted online no later than October 31, 2024, at 2:00 p.m., HST. RFI questions received after the stated deadline shall not be addressed. Substitution Requests received after the stated deadline shall not be considered. Verbal RFI(s) shall not receive a response. All responses to RFI questions shall be provided for clarification and information only and issued by formal addendum. Bidders shall read the Disadvantaged Business Enterprise Requirements, included in this solicitation, which establishes the program requirements pursuant to Title 49, CFR, Part 26, and includes the requirements of certification, method of award, and evidence of good faith.
