Northern California Power Agency Project Description: LEC CT Inlet Platform Structure 2024 12745 N. Thornton Road Lodi, CA 95242 Any bid received after the time and date specified above shall be deemed non-responsive and shall be returned to the bidder unopened. NOTE: Bids must be sent via courier (Fed Ex, UPS, etc.) or hand-delivered, (do not use USPS.)Bids received by fax, e-mail or other electronic media shall not be considered. General Work Description. The project, as more particularly described in the Bid Documents includes, but is not limited to, constructing a new multi-story platform and support structure to allow access to the Lodi Energy Center (LEC) Combustion Turbine Inlet (CT Inlet), and installing three new access doors to the existing LEC CT Inlet. The new structure is approximately 60 tall x 22 long x 4 wide with three landings, ladders, and will require new concrete footings. Contractor s License Requirements. A bidder must be a contractor, holding a valid Class A or B General Engineering or Building Contractor license, or must hold a valid combination of Class C-8 Concrete, C-51 Structural Steel, and C-60 Welding Specialty Contractor license(s) issued by the State of California, to perform the work for this project. The license must be active and in good standing as of the date of receipt of bids and must be maintained in good standing throughout the term of the contract. It shall be mandatory upon the Contractor to which the contract is awarded, and upon any subcontractor under the Contractor, to pay not less than the specified prevailing wage rates to all laborers, workers, and mechanics employed in the execution of the contract. Bid Bond. Each bid shall be accompanied by a certified check, cashier's check or bidder's bond payable to NCPA for an amount equal to ten percent (10%) of the amount of the bid. This guaranty will be forfeited to, paid to or retained by the Agency as damages should the bidder to which the Contract is awarded fail to enter into the contract or fail to present satisfactory bonds and/or insurance, as detailed in the Bid Documents, within ten business days of receipt of the Agency's Notice of Award of the Contract. A bidder's bond must be issued by a California admitted surety, and comply with applicable law. Payment (Labor and Materials) and Performance Bonds. The successful bidder will be required to furnish a Payment (Labor and Materials) Bond in the amount of one hundred percent (100%) of the contract price, a Faithful Performance Bond in the amount of one hundred percent (100%) of the contract price, and a Maintenance Bond in the amount of ten percent (10%) of the contract price. The bonds must be obtained from an admitted surety and comply with applicable law. The successful bidder will also be required to furnish insurance as set forth in the Bid Documents. Bidders must be on time or will be disqualified. The purpose of the conference is to review the bid requirements, to receive bidder questions and to review the site. Each bidder is responsible for signing the attendance sheet at the pre-bid conference to ensure qualified bid status. Any bid received by a bidder other than those included on the attendance sheet will be deemed non-responsive and the bid will be returned unopened. The Agency reserves the right to reject any or all bids or to waive any informalities in a bid. The Agency will award the contract, if awarded, to the responsible bidder with the lowest responsive bid and whose bid proposal complies with the requirements prescribed. Such award, if made, will be made within ninety (90) calendar days after the opening of the proposals. All bids shall be valid for a minimum of ninety (90) days after the scheduled date for the opening of bids.
